Seef District – The Bahrain Institute of Public Administration (BIPA), in collaboration with the Secretariat of the Gulf Cooperation Council (GCC) held a seminar on “Performance Management” in the presence of representatives of BIPA and the Administrative Development of the Cooperation Council for the Arab Gulf states at the headquarters of the Institute. The seminar included six main topics aimed at measuring and improving performance of government in accordance with the most modern methods available as well to address performance issues in order to assist in achieving excellence in performance in the government sector.
The first session of the seminar was inaugurated by Mr. Walid Al-Hamoud, Deputy Director of Human Resources Directorate at the Secretariat, – which was held over two days – He stressed the importance of taking into account the experience of performance management in the region to develop the general government sector and to enrich the domestic sector with the expertise and experiences of neighboring countries aiming to reach the highest levels of n professional performance. Dr. Sufian Sahraoui, Deputy Director General of BIPA welcomed the guest of the Institute Professor LORETAN Rolet Director-General of the International Institute of Administrative Sciences IIAS, who delivered a speech on the host of the Kingdom of Bahrain to the International Conference on the 29 of the Administrative Sciences in 2013 and stressed the importance of communication with the institutes of public administration in the region to develop strategies to suit the expectations for the future.
The seminar commenced with a presentation on the experience of the United Arab Emirates in the performance management system to the staff of the Federal Government, where the system shall apply to all ministries and federal authorities on a number of stages including performance planning, phase review and annual performance evaluation based on the checks and balances which are based on the distribution of the overall results of the evaluation of staff in government agencies, provided that the final total of performance evaluation results of staff not exceeding 100%.
The presentation of the Kingdom of Bahrain for the project of performance management system for civil servants in line with Vision 2030 upon which all ministries and government institutions would develop and review strategic plans and detailed operational programs as well as identify indicators of potential success of these initiatives to achieve the principle of justice, competitiveness and sustainability through the application of evaluation system which is based on standards of performance.
The Saudi Arabian Institute of Public Administration called to measure performance in the government sector and its important role in the development of government services. The paper recommended paying attention to creating an integrated methodology for measuring performance and the adoption of measures of efficiency and effectiveness as the only way to evaluate the performance of government at all levels. They also called for expansion in the application of government modes in the provision of government services.
It is worth mentioning that the discussion of the papers of institutes of public administrations and administration development in the Arab Gulf States have revolved around ways to take advantage of these rich experiences in construction of various performance measurement systems and methods of their application, taking into account the different standards in each country.
