Director General of Institute of Public Administration (BIPA) Dr. Raed Mohammed bin Shams stressed on the importance of participating in the specialized international Congress on public administration sciences, and the need to make the utmost benefit of the recent research in the field of public administration, in addition to the exchange of the distinguished successful experiences and expertise in public administration practices, noting that it contributes to acquire the necessary sciences and knowledge which contribute to the development of the fields and uses of public administration, thus employing them properly in a way that achieve the aspirations of the wise leadership and the government.
This came during the participation of BIPA’s Director General Dr. Raed Mohammed bin Shams in the International Congress (31) of public administration, International Congress of IIAS 2015, hosted by the Brazilian city of Rio de Janeiro during the period 22-26 June, 2015, organized by both; the international Institute of Administrative Sciences (IIAS) and the International Association of Schools and Institutes of Administration (IASIA), the two of the largest specialized international organizations in the administrative sciences affairs in the world, which BIPA is considered a key member in the organization.
While taking part and speaking in one of the main sessions of the Congress, which discussed the importance of reforming the administration in order to enhance the confidence of citizens; Director General of the Institute Dr. Raed bin Shams pointed to the need of gaining the confidence of citizens in the administrative services delivered by the government through the use of advanced technologies and techniques that meet the needs and aspirations of citizens for the services provided to them by the government body with its various institutions, stressing that Bahrain’s experience has proved that the success of administrative experiences is associated with the extent of acceptance and satisfaction of the public and the citizens in the quality and efficiency of services provided to them.
Bin Shams stressed that Bahrain has gained an international prominent presence since hosting the (29) International Congress of public administration in 2013, during which the Middle East and North Africa Public Administration Research (MENAPAR) Network was established, and embraced by BIPA in the Kingdom of Bahrain as the biggest regional forum in the region seeking to exchange expertise and experiences of academics and those responsible for the public administration sector in the world, with a focus on the Middle East region, also the MENAPAR network is considered an experiments field for a collective “box of ideas” that discusses topics of public policy and public administration in the region.
During his speech about (MENAPAR) Dr. bin Shams pointed out that this network aims to develop research in the field of public administration, public policies and good governance in the region, as well as participating and enriching the intellectual debates related to public policies and administration in the region, and work as a regional forum for exchanging ideas between institutions in the field of public administration and public policy, as well as establishing a network of governmental and non-governmental public administration institutions, and the creation of an intellectual link in the region through supplying all institutes and schools of public administration in the world with local research and expanding the regional participation in the international activities and events, stressing for all the need to show the world the experiences of public administration in the Middle East, which is currently the home of the world’s largest development projects both in the GCC countries or neighboring countries.
Dr. bin Shams also participated in a number of side meetings to develop and build alliances with international training and research organizations and institutions, to expand the services provided by BIPA in the field of research, as it was agreed to sign a joint memoranda of understanding with a number of international training and research organizations that have praised the high standard occupied by BIPA at the Gulf, Arab and international level and the role played by MENAPAR network, founded by BIPA, in promoting its international role in the field of research and training.
At the end of the participation; BIPA’s Director General praised the efforts exerted by officials and those in charge of the International Congress on Public Administration, which is held annually, praising also the large participation enjoyed by this Congress and the great attention paid by all governments and organizations in the world to take part in the Congress events, and benefiting from international experiences related to various areas of public administration, adding that Bahrain continues its support for all research and technologies, which aim to develop the uses of public administration and the proper employment in the areas of social and economic development and sustainable development.
