His Excellence Dr. Raed Mohammed bin Shams, Director General of Bahrain Institute of Public Administration, reasserted the fact that a government employee is a basic constituent for leading the wheel of development in the government processing system, as he or she assumes major responsibility in achieving the international indices for the objectives of sustainable development in the Kingdom of Bahrain via proactive contribution rendering decisions, drawing up policies that are based on accurate scientific foundations to meet the development aspirations of the Kingdom of Bahrain. The statement came during the execution by Bahrain Institute of Public Administration (BIPA) of a cooperation agreement the office of the UN Development Program. The move is meant to bolster and reconfirm the commitment of the Kingdom of Bahrain to execute the 2030 sustainable development operations and agenda via embracement by the Institute of the process of capacity building and boosting synergy mechanisms with the national program for the development of government leaderships in an initiative that is regarded as the first of its kind in the Arab region to incorporate sustainable development in the training offerings of Bahrain Institute of Public Administration.
Dr. Bin Shams applauded the efforts exerted by the office of the UN Development Program in the Kingdom of Bahrain. Such efforts are designed to provide technical support in order to ensure achievement of all sustainable development objectives and targets, a duty borne by all within and as part of the framework of the joint responsibility. He drew attention to the support extended by the UN Development Program for training programs and plans which assist the governments in promoting the operations outputs to ensure that excellence, quality and creativity are actively pursued.
Dr. Bin Shams added that the cooperation agreement between the Institute and the Development Program will work on reconciling the objectives and targets of sustainable development with the Institute’s National Program for Development of Government leadership which is designed to boost and uplift the capacities of government leaderships for implementation of the overall policies related to sustainable development, adding that the program is in conformity and goes hand in hand with BIPA’s strategy, which centers on ensuring provision of advanced services that keep pace with the development aspirations and progressive policies that support the sustainable development processes and optimal leadership and management of available resources adequate to offering the services, commitment to continuing change culture and creativity to attain development of the vision of “Advanced government performance for sustainable development”.
On his part, His Excellency Amin El Sharkawi, the Resident Coordinator of the United Nation’s activities and Resident Representative of the UN Development Program, commended the cooperation with the Bahrain Institute of Public Administration as an effective partner in supporting the commitment of Bahrain to implement the operations and agenda schedule of 2030 Sustainable Development, assist in capacity building, strengthen the knowledge and skills of the civil servants in dealing with the 2030 development’s agenda, objectives, targets and indices. El Sharkawi lauded the cooperation initiative which considered the first of its kind in the Arab world as it makes Bahrain a leader in incorporation in the 2030 development plan of the 169 development concepts, objectives and targets in the training programs and modules of the Public Administration Institute which aim at upgrading the efficiencies of the national government workforce.
El Sharkawi added that cooperation with a national institution such as the Bahrain Institute of Public Administration in offering informational and qualification programs will focus on offering innovative educational and scientific materials for the training and qualification of government personnel in the various fields involving implementation of the objectives of sustainable development, which at the national level comes as part of the strategic partnership which was inked last month between the Kingdom of Bahrain and the United Nations, which is based on cooperation with the national leading institutions, and seeks the promotion and uplifting the lot of the citizens of Bahrain. It is our hope that the various facets of cooperation will produce positive results and impact on nurturing and advancing the capacities and qualification of the civil service employees in a way that would enable them to implement the overall sectarian policies related to the agenda and objectives of the 2030 sustainable development. It is also our hope that such cooperation will have tangible returns on the Kingdom through formulation of development plans for the various sectors on account of the fact that these objectives are consistent in a great measure with the 2030 Bahrain Vision, which is founded on the parameters of sustainability, justice and competitiveness.
