Seef District –The Bahrain Institute of Public Administration:
Under the patronage of HE Shaikh Ahmed bin Mohammed Al Khalifa Minister of Finance, the Bahrain Institute of Public Administration (BIPA) launched on Thursday, May 24, 2012 the public finances program in the presence of a number of undersecretaries, assistant undersecretaries and senior officials in the financial sector in the Kingdom of Bahrain. The program comes in cooperation with the Ministry of Finance, in partnership with the Faculty of Civil Service in Singapore.
His Excellency the Minister of Finance delivered a speech at the outset of the ceremony where he confirmed that the Public Finance Program is embodying the extent of interest paid by Bahrain to the role played by the human resources as basic element in the development process in line with Bahrain Economic Visoin 2030 as well as the national economic strategy.
The minister also confirmed the keenness of the Ministry of Finance on the continuous development of competencies and capabilities of the cadres working in the financial, accounting and administrative field in the government, and strengthen cooperation in this area with the Institute of Public Administration as a government agency to train public sector employees to reach their highest degree of professionalism and distinguished career.
The Minister praised the program of public finance as a professional specialized progrma aimed to develop the job performance of workers in the financial system in the government and contribute directly to efforts to increase productivity, and quality of services provided by various government agencies. He also praised the contribution of the Faculty of Civil Service of the Republic of Singapore in the formulation of the program, which enriched of the relations of mutual cooperation between the Kingdom of Bahrain and the Republic of Singapore in the financial and economic fields.
His Excellency Dr. Raed bin Shams BIPA Director General delivered a speech in which he pointed out that the Institute of Public Administration launched various professional training programs, which came in response to the requirements of the Bahrain Economic Vision 2030, in addition to a number of in-depth studies and research to measure the various training needs at the level of the government sector in the Kingdom of Bahrain.
Dr. bin Shams stressed the importance of the program launched after a year of sustained effort to find out the most important financial skills required for the development of government financial sector employees.
The delegation of the Singapore Civil Service College shed light on the existing partnership between them and the Institute of Public Administration and ways of cooperation with the Ministry of Finance, which was the fruit of the public finance program.
The Senior Director of Career Development at the Institute of Public Administration Ghada Shana’a gave a presentation on the program, indicating its importance and outcome. She pointed out the target groups, and certificates.
At the end of the ceremony, BIPA and Ministry of Finance staff who worked on this integrated program, were honored for a full year of tireless efforts in collaboration with a group of trainers in the Civil Service College in Singapore.
It is worth mentioning that the Institute of Public Administration still receives applications to join the courses offered, where it is planned during this period to launch five courses listed in the general plan of the program, which gives participants 3 types of professional certificates; basic certificate, professional certificate and the professional advanced certificate in public finance.
