His Excellency Dr. Raed Mohammed Bin shams, Director General of the Bahrain Institute of Public Administration (BIPA) and President of the Middle East-North Africa Public Admiration Research Network (MINAPAR), reasserted the network’s determination to develop a methodical strategy that links the public administration research output in the region with the realities of the government work processes to achieve consolidation of the role of research as a contributor to the comprehensive development in the various sectors and the progress of sustainable development. The speech came on the occasion of signing an agreement of understanding covering the area of public administration research between the Middle East – North Africa Public Administration Research Network (MINAPAR) and the United Nations UNOSSC Office.
Dr. Bin Shams added that academic research, especially in the area of public administration is considered the cornerstone and backbone for promotion of government work processes for associating the government policy industry with systematic methodology. It also serves as an ideal tool to resolve the difficulties and challenges that confront both the private and public sectors and to produce scientific solutions that are based on evidence and proof. He also highlighted the importance of the process for integration and consolidation of local, regional and international efforts among research institutions and government organizations, besides the partnership between the various sectors and promotion and support for academic research.
Dr. Bin Shams further stated that this agreement which brings together MINAPAR and UNSSOC in the first place to support the sustainability of the Global Coalition of Think Tanks in the countries of the south via joint cooperation between MINAPAR, UNSSOC and the United Nations Development Fund, coupled with exchange of information and expertise which will favor creation of solutions that should promote the agenda of the countries of the south for realization of the objectives and goals of the sustainable development, propagation of academic research culture in the region, building of an integrated research outfit in the field of public administration capable of promoting government work process to arrive at innovative solutions for the most significant challenges which face the public administration in the public sector, in addition to boosting and enhancing research expertise and best practices in the area of public administration in a way that should strengthen the region’s government policies, encourage industries that are hinged on scientific research in addition to exchange of expertise in the areas of assessment and consultation.
Dr. Bin Shams further stated that the outstanding achievements and efforts exerted by MINAPAR contributed to all states of the Middle East and North Africa under the umbrella of public administration to join forces and confront the most prominent challenges and changes which affect the development programs in the Arab nations as well as in the decision and policy making process in the government sectors. He pointed out that the efforts have been the subject of great international welcome by all international organizations and institutions concerned with and specialized in public administration since these efforts do strive to realize the aspirations of the international community in attaining sustainable development.
