The Institute of Public Administration (BIPA) participated in the 15th meeting of Directors of all Institutes of Public Administration and Management Development in the GCC countries, which was hosted by Kuwait on the 17th and 18th of the current month of March, the meeting discussed the memorandum of the Secretariat concerning the recommendations of the 13th preparatory meeting of the GCC affairs coordinators of the institutes of public administration and management development, in addition to the recommendations of the 7th periodic seminar of the Institutes of Public Administration and Development Management (Riyadh/January/2014) concerning the identification of training needs in public administration institutes and government agencies in the GCC countries.
BIPA’s Executive Director of Learning and Development and head of the delegation taking part in the meeting Mr. Ishaq Ameen stated that the meeting concluded after reviewing the recommendations of the 7th periodic seminar, which was held in Riyadh, to form a working group of institutes wishing to implement the 3rd recommendation of the seminar represented in working to find a common perception among institutes of public administration in the GCC that contributes to knowing and determining the training needs of government agencies, so it would be a unified GCC model to identify training needs, stressing that the team is requested to complete his work during a maximum period of 4 months, in line with the principles mentioned in the GCC joint action document.
Mr. Ameen added that the meeting discussed the results of a study prepared by the working group concerned with the assessment of the impact of training, research, studies and consultations on the management development in the GCC countries, the participants decided to complete the team’s task to prepare guide models to measure the impact of training with the participation of Member States wishing to do so according to their need for the project, pointing out that the Secretariat was mandated to circulate this project to the institutes in the Member States to benefit from its findings and recommendations.
On his part, BIPA’s Senior Director of Basic Development and Creative Learning Mohammed Hassan Al-Saba’a, who led the Bahraini delegation in the meetings of the Distance Learning Committee, stated that the meeting instructed the Committee to continue its work for 4 additional months to follow up the implementation of the recommendations contained in the study prepared by the Committee, on top of these recommendations comes preparing a conception related to the mechanism of evaluating e-training courses, and the results of implementing the e-training course entitled developing management progress skills of government agencies in the GCC countries, as well as following up the implementation of training workshops specialized in producing portfolios and enriching scientific research, which were approved by the 14th Meeting hosted by the Kingdom of Bahrain in April 2013.
Mr. Al-Saba’a indicated that the Distance Learning Committee has been assigned to develop a strategy to transfer the expertise in the field of e-training to the institutes of public administration and management development in the GCC countries, as well as setting up a mechanism to ensure the identity of the trainees in the e-training courses, in addition to the creation of a suitable mechanism for spreading the culture of e-learning, and how for the Committee to take advantage of the Blended Training Program applied by the Institute of Public Administration in the Kingdom of Saudi Arabia.
BIPA’s delegation representing Kingdom of Bahrain at the meeting consisted of the Executive Director of Learning and Development Ishaq Ameen, Senior Director of Basic Development and Creative Learning Mohammed Al-Saba’a, in addition to the Executive Assistant to the Director General and GCC Affairs Coordinator Najwa Al-Atawi, and Learning Management System Senior Administrative Deema Meshal.
