The Supreme Committee for e-training of North Africa and Middle East countries and the Organization of Economic Cooperation and Development (MENA-OECD) applauded in the last meeting, which was held in Italy, the great role played by the Institute of Public Administration in supervising learning material team and leading e-portal team, and the positive results which exceeded the expectations of the Committee that came in accordance with the international quality standards in the field of e-learning, and commensurate with the vision set for the initiative of Italy, which states that “distance learning for a creative government sector”, by creating an electronic portal concerning training government sector of international specifications and standards, and rely on three basic languages (Arabic, English and French).
This came during the opening ceremony of a first high level center in Italy for training and qualifying cadres in the government bodies in the European Union and the Middle East and North Africa countries (Caserta Center) to support the development of public administration, in presence of a number of civil service ministers in member countries, which was established to embrace formally the initiative of Italy.
The Director General of the Institute of Public Administration Dr. Raed Mohammed bin Shams explained that the grand success achieved by the Institute in the mission entrusted to it, confirms the success of the strategy pursued by the Institute, and added: “I think that this achievement sought to be achieved since the beginning, and now with the international recognition, we are able to meet the basic training needs in e-learning with a Bahraini capabilities, which makes us think seriously towards transition to consultations stage, that we already began our first steps with the initiative of Italy of distance learning, in addition to the consultations provided to the Sultanate of Oman to establish a government center for e-training. ”
Mr. bin Shams stressed that the Institute is heading forward in a clear steps to achieve the vision of e-learning, which is seeking the Institute of Public Administration to become a leading center in the Arab world, that provides and improves services, products and solutions of e-training, and contributes to the sustainability and growth of the Arab e-training content.
Also senior director for basic programs and creative learning Mr. Mohamed Al-Saba'a pointed out that this achievement only came after the work team fought a determined efforts through several experimentations, which created this experience and awarded the Institute this global confidence. Mr. Al-Saba'a added “Bahrain took the task of designing the proposed e-portal for Italy initiative, which is considered the main gateway to e-training process, and other countries headed the technical matters and electronic content, but at the end Bahraini expertise was sought regarding e-content, where the institute has placed all methodological and technical standards for the construction of training e-content, which gained the admiration and the adoption of the supreme committee.”
In regard to the merits of the meetings, Mr. Al-Saba'a explained that at the end of the preparatory meetings, the supreme committee tasked Caserta center to lay down a procedural plan to move to the implementation phase, by identifying the basic needs of each stage and assign tasks to the related countries according to their turn.
Mr. Al-Saba'a indicated that work is now under way for a pilot planning for an e-course, which will address the subject of government purchases, and Italy will provide the Committee with the content required for this course as a trial start.
