The Institute of Public Administration “BIPA” introduced for the first time best project award, presented within the preparation diploma program for the public sector employees (preparation), and considered by the institute as one of the main graduation requirements for the program’s trainees and completion of the graduation project successfully, BIPA’s Senior Director of Basic Development and Creative Learning Mohammed Al-Saba’a stated that the award is in line with the Institute’s initiative for excellence in government work, and developing it based on scientific grounds through building a comprehensive ruling in this area, stressing that the award aims to develop the capacity of the government trainees to present research and developmental proposals on scientific grounds to keep pace with the rapid developments; to meet the requirements of the public sector, and the graduation of highly qualified trainees by adherence to high-pitched standards.
Mr. Al-Saba’a elucidated that the overall objective of the project in general and the award in particular is to deepen the concepts of excellence, creativity and quality in government work environment based on the employment of available tools and resources to improve the quality of government services through the adoption of standards and appreciating the distinguished workers, not to mention the other sub-goals mainly: deepening the culture of scientific research and how to take advantage of it in the work environment, promoting standards of quality and creativity in the field of government development, generalization and dissemination of best presented projects which are in line with the standards adopted by the Institute, creation of a competitive environment that push forward performance to high levels of quality, creativity and excellence, increasing the trainees participation effectiveness and encouraging them to produce outstanding creativity in the government, in addition to providing a scientific base for the best proposals and projects which are prepared by the trainees; and contributing to their application in the actual work environment.
Mr. Al-Saba’a added that through the graduation project; the trainee illustrates his knowledge and comprehension of the concepts and the learning outcomes of the program, where he reviews the relationship of the proposed project with the courses of the program, the project also includes carrying out questionnaires and creating a simple budget for the proposed project, in addition to how to select the correct research sample, taking into account the need to link the graduation project with the goals of the program.
In regard to the arbitration panel, Mr. Al-Saba’a revealed that it consists of three members as follows; (a member with scientific research background (academic field), the second with a background in the evaluation and assessment mechanisms, and the third is a representative of the training departments in the public sector), explaining that there will be many criteria for receiving this award, one of them is that the subject should be one of the important topics that address a problem in the public sector or an executable developmental proposal, and that the title should be innovative and new that it has not been raised before, and that the project goal should be linked with the objectives of the program, provided that trainees stage their graduation projects before the assessment committee, consisting of members from the inside and the outside of the Institute, not to mention the necessity of having representatives from the trainees side to evaluate the graduation projects of their employees.
It is worth mentioning that the preparation program for public sector employees is one of the mandatory programs for the new employees in the public sector; so as to create a culture of institutional loyalty in government work and provide employees with the basic tools of skills and behaviors and important knowledge to work in the government sector, as well as linking public sector employees with the Bahrain Economic Vision 2030.
