The Ministry of Finance has signed an electronic training agreement with the Institute of Public Administration (BIPA), which affirms that the Institute to provide 21 e-training programs via the Internet through the LMS system. BIPA's Director General Dr. Raed Mohammed bin Shams pointed out to the importance of keeping up with the developments in the Information and Communication Technology (ICT) field, and the need to employ them properly in the areas of education and training, adding that employing modern technology in the training would improve the working performance of the government cadres, which is sought by BIPA through offering of e-courses for various government agencies and ministries, in accordance with their own training needs, since the e-training programs which will be delivered to the Ministry of Finance will meet the necessary training requirements according to the training hours mentioned in the regulations of the Civil Service Bureau (CSB), and the adoption of the minimum training within the promotions and bonuses eligibility criteria, as well as the availability of the necessary practical environment for the inclusion of the International Monetary Fund (IMF) training programs within the package of the e-training program delivered to the Ministry of Finance.
Dr. bin Shams also praised the efforts exerted by officials in the Ministry of Finance, aimed at developing management capacities and skills of the various administrative staff in the ministry, lauding the directives of the Minister of Finance His Highness Shaikh Ahmed bin Mohammed Al-Khalifa, to take advantage of the availability of technological and technical environment for developing the skills of staff in the Ministry of Finance, through carrying out a number of e-training workshops and courses.
For his part, the Assistant Undersecretary for Resources and Information at the Ministry of Finance, Mr. Ismail Al-Marhoon stressed that the Finance Ministry is keen to raise the level of performance of its staff through the development of technical, administrative and specialized skills and capabilities in the fields of finance and economy, by using the new technologies and the progressive training techniques to raise the training performance efficiency, pointing out to the importance of the various components of the training process, which contribute directly to the continued development of skills and competencies of human resources, which in turn is the mainstay of the success of any institution or establishment and for achieving its preset objectives.
Mr. Al-Marhoon also noted that keeping pace with the e-training technology by the Ministry of Finance will create an interactive environment that is rich with the computer technology-based applications, networks and multimedia, which enables trainees to achieve the training process objectives through their interaction with its resources, in the shortest possible time and with the least effort, as well as achieving the highest levels of quality without restriction to the limits of place and time, where the e-training is implemented in a virtual environment, which allows some flexibility and freedom for choosing the place and time of training.
The agreement stated providing e-training programs in English and Arabic, which includes many training fields i.e. management of conflicts and disagreement of opinions, effective time management, emotional intelligence, constructive communication tools, principles of holding effective business meetings, problem-solving skills, project management, decision-making and decision-taking skills and effective listening, the art of self-motivation and generating enthusiasm, strategies for motivating employees, skills of persuasion and building trust with the client, critical thinking, the art of communication and customer service, and management of tasks.
This cooperation between BIPA and the Ministry of Finance comes in the framework of the strategic objectives of the Institute; through its responsibility for public administration development and training in the state ministries and institutions, and contribution to the preparation and training of staff, according to the requirements of training and development programs, research and consultancy work in a way to ensure the upgrading of public administration and support the economic and social development plans.
