HE Ahmed Bin Zayed Al Zayed, President of the Civil Service Bureau “CSB”, Chairman of the Board of the Bahrain Institute of Public Administration “BIPA”, stated that the government endeavours to advance the capabilities of employees and enable them to be worthy civil servants who will achieve the government’s visions and strategic directions in a masterful, outstanding manner through efficient management and optimal investment of government human resources. He added that the National Leadership Development Program as presented by BIPA for the various government job levels will achieve a quantitative move in the development of government action in a manner that will enhance the levels of work performance, satisfaction, excellence, quality and efficiency.
During BIPA’s BoD meeting, Al Zayed affirmed that the start of the National Leadership Development Program, as part of BIPA’s 2017 training plan on the directions of His Excellency Shaikh Khalid bin Abdullah Al Khalifa. is for the purpose of developing government leaders of high calibre who can achieve the aspirations of the government and of the citizens. He added that the Programme is the outcome of experiences, expertise and benchmarking with the best training practices in the area of public administration.
On his part, His Excellency Dr. Raed Mohammed Bin Shams, the Director-General of the Bahrain Institute of Public Administration “BIPA”, added that the methodology of the National Leadership Development Programme is based on making the citizen the focal point of administrative development as stressed by Bahrain Economic Vision 2030 and as stated in the Government Action Plan 2015-2018 in conformance to BIPA’s strategy and vision to attain advanced government performance in support of the economic and social development plans through development of performance to provide services in keeping with aspirations of development in addition to development of possible resource management to provide the said services, building capabilities to cope with creative change of continuous development, and developing policies and strategies that guarantee the realization of sustainable development.
Dr. Bin Shams added that the National Leadership Development Program includes several leadership programmes for different job levels. This year witnessed the start of the Program for New Government Sector Employees (Ta’sees) (for new employees), the Emerging Leadership Development Program (Takween) (for specialists and senior specialists), the New Government Leadership Development Program (Kawadir) (for section heads), and the Government Leadership Qualification Program (Qiyadat) (for managers/directors and the like). Dr. Bin Shams pointed that (Bina) and (Alqiyadah Al’ulya) Programs are in their final design touches and will be launched soon.
He explained that these leadership programs focus on preparing and developing second tier leaders based on the main principles of development of leaders and work teams, partner care, institutional development, communication, raising performance and work productivity and development of institutional values. He pointed that each training program has objectives to be attained and that the said objectives relate to instilling the principles of rational government culture in participants and enabling them to carry out their job duties guided by leadership thinking, administrative values and outstanding performance.
The National Program aims at qualifying and polishing the capabilities of participants in a manner that will enable them to move to higher managerial positions and develop their leadership skills. It also targets government leaders with the objective of developing their creativity to achieve the goals of their departments and organizations and enable government leaders to manage in a strategic way.
