His Excellency Dr. Raed Mohammed Bin Shams, Director-General of Bahrain Institute of Public Administration (BIPA), confirmed that the average findings of the knowledge assessment achieved by “TAKWEEN” program in a percentage ratio of 80% does reflect the ability of the unit supervisors, group heads and similar other categories to effectively acquire knowledge on account of the fact that this program addresses their needs for being at the first step of the supervisory ladder. The program is designed to groom leadership personalities capable of management of the strategic objectives of the various government institutions and organizations with total effectiveness.
Dr. Bin Shams stated that the annual report of BIPA also revealed that “TASIS” program that responds to the needs of new employees in the government sector has earned the second highest average in knowledge acquisition in the participants, scoring a percentage point of 78%. This clearly reflects the ease with which the new employees acquire the national government requirements thanks to injection of intensive doses of administrative values and inspiration of their knowledge of their leading role in the government function system as of the first day of their employment.
Dr. Bin Shams further explained that the Institute issues its annual report based on the gauging results of the feedback and learning of the functions of BIPA and its trainers as well as other logistic issues. BIPA relies on the Jack Fillips methodology at the first and second standards for measurement of the training returns and benefits. He explained that the findings of the annual report do help in bringing BIPA’s programs and service in line with the capabilities and merits of the public-sector employees. The report reflects on an ongoing basis the points of strength of the various participants of the national program for development of government leaderships as well as help in the formation of the future of training in the Kingdom of Bahrain in line with the total vision of His Majesty King Hamad bin Isa Al-Khalifa.
In this context, His Excellency stressed that BIPA takes into consideration at all times the remarks received from the trainees to ensure the quality of the program offers for the purpose of continuing assessment of the Institute and its ability to realize its strategic objectives. In conclusion, he stated that most of the assessment results of the programs offered by BIPA during the year 2017 scored 89%.
