Dr. Raed Mohammed Bin Shams, the Director General of the Bahrain Institute for Public Administration, BIPA, and President of the International Institutes for Administrative Sciences (IIAS) affirmed that Innovation today is not only a process of brain storming and exchange of creative ideas, but rather a major tool that is needed at various local, regional and International levels to rebuild the strategies and reorganize Administrative processes and forecast the future thereby overcoming the challenges resulting from the Corona pandemic (Covid-19), as well as contribute in finding the proper solutions and creating a flexible and proactive future that will enhance the Public services provided to the citizens.
His Excellency’s statement came during his participation in the United Nations Day for Public Service that was organized by the United Cities and Local Governments organization Africa Branch (UCLG-Africa) which was entitled “Unifying efforts to bolster sustainable Innovation in Public Administration in Africa”.
Dr. Bin Shams said that the Novel Corona Pandemic has opened new doors full of opportunities for innovation towards upgrading public services and build new services based on technology which meet the aspirations of the citizens, he added that we today need smart services and human resources capable to overcome and keep pace with the rapid changes and future developments, in order to create cadres able to live up to the current needs and deliver the future aspirations.
Dr. Bin Shams explained that there is an urgent need today to rethink structures and operational models of the civil service considering the current crisis and future challenges. He pointed out that there is a need to unify and interlink the efforts at local, regional and international levels because today we are witnessing vital changes that demand more dependency on modern technology in order to make better decisions and monitor the administrative performance, and provide excellent public services. There will also be the need for the public sector as well as the private sector, various organizations and supporting bodies to play a bigger role in all aspects of creating Public value so that the future public service is more flexible and technology-smart data-based and human-centric.
