His Excellency Dr. Raed Mohammed Bin Shams, the Director General of Bahrain Institute for Public Administration(BIPA) said that raising the capabilities and possibilities of the employees in the public sector is one of the main objectives that the Institute strives to achieve through providing training programs that meet the satisfaction of the employees and reflects positively on the individual and the establishment he works for alike.
He affirmed that the institute continually seeks to provide training programs that meet the highest international standards. His Excellency’s comments came on the occasion of the Institute for Public Administration winning the award for best Government practice from the ROI Global Foundation based in the United States of America, which was based on the study conducted by the Institute to measure the Return on Investment of the “Takween” Program which has managed to achieve a financial return of 335%.
Dr. Bin Shams explained that the Institute won the award in a competition against the Private sector, even though the institute is the only Government sector establishment that participated in this Global award, which highlights the achievements of the institute which it has been able to make through its training programs that have served over the past years over thirty thousand (30,000) government employees from around 50 government establishments. He added that this award was conferred to the Institute based on its success in adopting and activating the tools to measure the return from training in a strategic manner in its training programs, in particular the National Program for the Development of Government Leaders, which has achieved realistic results that exceed all expectations.
For her part the Director of Evaluation at the Institute for Public Administration, Ghada Shana’a pointed out that the Study Project to measure the return on investment for the program to develop the emerging leaders “Takween” aims to measure the actual impact and the extent to which trainees apply what they have learnt in training at their own work places and its effect on their personal and professional life. She added that in addition it will ensure the effectiveness of the program and achieve the best results which will help the institute to enhance the services of the Institute for Public Administration in line with the expectations of the citizens, and achieve the Government of Kingdom of Bahrain’s vision 2030, explaining that the satisfaction level of the program is at 84% and the success of the trainees has reached 96% and impact measurement rate for the program is at 78%.
Ms. Shana’a noted the importance of adopting the tool to measure returns from the training program, since it contributes to determining the training impact of the programs provided by the Institute for Public Administration and helps to develop and enhance the outputs of the government training, explaining that measure of Return from training today is considered a basic methodology that the Institute adopted for the improvement of the training process and raise the efficiency of the national cadres and the government outputs at the same time.
