

His Excellency Dr. Raed Mohammed bin Shams, the Director-General of the Bahrain Institute for Public Administration (BIPA), has stated that the Government’s Forum Outputs 2016 will be the key motive for the development of the Government action system during the next phase. The most important of such system’s pillars will aim at satisfying citizens and using it as a success measure of the Government performance. Additionally, it will be used to reshape the role of the public sector from a principal motive to a regulator and to an economic partner of the private sector. “This will provide an opportunity for more extensive partnerships in all areas,” he said. The statement was made during the signing ceremony of a Memorandum of Understanding (MoU) between BIPA and the Bahrain Institute for Banking & Finance (BIBF).
Dr. Bin Shams added that signing of the MoU stems from BIPA’s belief in the importance of partnership with the private sector, being a key partner in achieving sustainable development and in promoting the standard of services provided for citizens. “It is essential for the Government and private sectors to mutually coordinate and act to realize current visions and plans that aim at the interest of the nation”, Dr. Bin Shams emphasized.
On this occasion, Dr. Ahmed Abdul Hamid Al Shaikh, Deputy Director of BIBF said that the partnership with BIPA is a pivotal partnership. It is a partnership that will undoubtedly serve both the public and private sectors in terms of training and learning outputs. “Ultimately, this will be in the interest of the Kingdom of Bahrain in terms of professional and influential human resources development, which will be able to resolve any of the current problems”, he said.
The MoU covers providing training and learning services and developing scientific researches in various financial, banking and other disciplines to be mutually agreed in future by both parties, in addition to cooperation on the development of various researches to promote public administration standards, including training and learning programs for State Ministries and organizations, and contributing to providing training and learning courses for civil servants.
BIPA and BIBF have also agreed to exchange all resources related to training, learning and scientific research programs that are available with each party. It was also agreed to exchange training, learning and scientific research officers to achieve the mutual objectives provided for in the MoU.
