The Bahrain Institute of Public Administration (BIPA) has announced its participation in the United Nations Forum on Public Service 2013 UNPSF which Is hosted by the Kingdom of Bahrain under the patronage of His Majesty King Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain during the period 24-27 June, with more than 600 participants representing 94 countries. A workshop under the title “Leadership of Transformational Government ” is scheduled to be held from 25 to 26 June 2013 hosted by the Institute of Public Administration as part of the activities of the forum. The workshop will discuss the role of leadership in the transition to the transformational government, and will address the successful leadership for the implementation of the Government's strategies and development policies. The workshop will focus on empowering individuals to overall economic growth and how to launch structural change mechanisms for successful institutionalization to contribute to shifting to the transformational government.
Dr. Sofiane Sahraoui, the Education and Development Adviser at BIPA said that the papers which will be presented at the workshop will focus on the impact of the political leadership in the development of community capacity and strengthening transformational governance, adding that the workshop will help to define requirements for transformational government which depend on comprehensive self-regulation, central flexibility and the need to create a new generation of distinguished leaders in the administrative and electronic work.
The Education and Development Adviser explained that the objectives of the workshop which will be provided by the Institute of Public Administration, will focus on reaching common formula to the transformational government to serve the aspirations of the Arab and Middle East region according to practical strategies agreed upon, as well as working to link successful government strategies to achieve the transformational government at both central and local levels, in addition to using leadership as a successful tool for best practices and moving towards transformational governance to apply these practices in the areas of public administration.
It is worth mentioning that the workshop will be held over two days and will include in the first day Tuesday, June 25, 2013 two morning and evening sessions. The morning session will be chaired by the Director General of the Institute of Public Administration Dr Raed Mohammed bin Shams together with Mr. Peter Grohman Resident Representative of the UNDP in the Kingdom of Bahrain. The session will address leadership strategies in the transformational government, with the participation of Dr. Sofiane Sahraoui and others representing the UAE, Tunisia and Turkey. The evening session will be chaired by the Executive Director for Leadership Development at BIPA Mr. Ishac Ameen with the participation of lecturers from the United States, France, Bangladesh and representatives from the United Nations Development Programme.
The second day of the workshop Wednesday 26th June 2013 shall include two sessions, the morning one will be chaired by BIPA Board member Adnan Al Mahmud where Dr. Sofiane Sahraoui will lecture on how to develop leadership capacities for transformational governments in addition to a number of lecturers from the US, Bahrain and the UAE. The evening session will be run by the Director General of the Institute of Public Administration Dr Raed Mohammed bin Shams. The session will talk about BIPA’s initiative in the establishment of Middle Eastern research group in public administration under the name (MEPAR) which is the largest gathering of public administration bodies in the Middle East, the session will also talk about the role of this group in achieving the goals of the transformational government.
