The Director General of the Institute of Public Administration (BIPA) Dr. Raed Mohammed bin Shams stressed the importance of informing public sector training officers about the stages of the training process, thereby contributing to identifying the needs of the training programs and in a way that meets the aspirations of government agencies, calling for the need to be precise in the selection of trainers and trainees alike according to the needs of each entity or organization or ministry. This came during a workshop held last week for training authorizers in government institutions to explain the details of the training process.
Bin Shams explained that the quality of the training process requires identification and study of actual training needs of the targeted groups for the training process, and determining the size of the performance gap between reality and expectations according to a systematic process, pointing out to the requirement to design training package that develops knowledge, experience and skills of training managers, authorizers and officials in the field of identifying training needs, provided that the package is to include the practical experiences and actual applications of training process, so that training needs and programs are determined, designed, implemented and subsequently its impact through a feedback process for the development of the training process is measured.
The Executive Director of Learning and Development Ishaq Ameen said during the workshop that training generally aims to increase the knowledge, skills and abilities relating to the work of government employees, therefore it is working to provide trainees with information and skills and different renewable and advanced styles about the nature of their assigned work, and to improve and develop their skills and abilities, as well as attempting to change positively their functional behavior and attitudes, furthermore and as a sequence, raising the level of performance and production competences in their organizations and ministries.
Mr. Ameen revealed that training is an ongoing process, it is also an integrated procedure at the same time, thus training shouldn’t be ceased, also it should be inclusive to all aspects and details of the occupation or profession; to contribute to bridging training gaps to improve government performance, stressing that the continuous and planned training certainly will drive government entities towards excellence in achievement and improvement in performance.
