His Excellency Dr. Raed Mohammed bin Shams, Director- General of the Bahrain Institute of Public Administration “BIPA” described the public administration master’s degree program as a quantum leap in the area of development of government leadership as it relies on supportive mechanisms for qualification of government leadership that are based on scientific foundations to attain the highest degree of quality in offering and rendering government services as a measure to enhance Bahrain’s local and international position where development of government leaders is concerned. The program is congruent with the vision of the Public Administration Institute (Advanced Government performance for sustainable development). Based on this premise the program is regarded as the first of its kind at the level of the Arab region as it meets the training needs of the public sector employees in the Kingdom of Bahrain.
During the celebration marking the launch of the third batch of the program, bin Shams announced the addition of 25 government employees for various government organizations for the academic years 2018 and 2019. He further described the program as one that offers scientific and practical methodology by merging in its contents the professional and the academic aspects, thereby making it the first program that will contribute to the qualification and preparation of the government leaderships. The program is also designed to boost and enhance the skills and abilities that would enable participants to acquire the required expertise, experimentation and knowledge that should contribute to the development of government performance in a way consistent with the government needs and as such the program will set the ground works as the foundation for an advanced stage of the required administrative change and development that would improve the quality and performance of the works.
Dr. Bin Shams further clarified that the program will enable the participants to acquire professional and academic experience at the hands of high-level experts and academicians in the field of public administration from various countries of the world in an outstanding knowledge and learning environment. Bin Shams lauded the methodology of the program, which is based on global and local strategic partnerships such as the outstanding partnership with X- Marseille University of France which is regarded as one of the best 150 universities across the world and the French National Management School from which a large number of world leaders and presidents in the field of public administration had graduated in addition to the University of Bahrain and TAMKEEN.
The students of the first batch reviewed some of the administrative practices and expertise they have gained from the various modules such as human resources management, governance mechanisms, political institutions in the GCC states, general finance, budget development, accounting rules, project management, structures and general management departments, general governance, general communication and marketing, control systems and information management and e-government.
