His Excellency Dr. Raed Mohammed Bin Shams, Director-General of the Bahrain Institute for Public Administration, has emphasized that the Middle East & North Africa Network (MENAPAR), which is headed by Bahrain, has become an applied research reference in public administration and government excellence through its ongoing support of the government policy industry based on professional research. He pointed out that the Best Practices Workshop in Public Administration is an annual norm that has been organized by MENAPAR to exchange optimal practices in the Arab World countries. This is statement was made on the sideline of the Euromena dialogue on public administration (EUROMENA) which was hosted by the Omani capital, Muscat, during the period 24 through 27 October 2016.
“The Best Practices Workshop in Public Administration in the Arab World witnessed wide participation by people interested in public administration successful practices”, Dr. Bin Shams said. The workshop discussed four main topics – training, policies and programs, general services and recruitment and human resources management in many countries, including Bahrain, Sultanate of Oman, Palestine and Morocco . Dr. Bin emphasized the importance of such workshops in view of the national initiatives and successful experiments presented and for the opportunities provided by such workshops for establishing partnerships between the members with the aim of exchanging best practices in administration through joint projects and exchange of benefits and expertise.
Bahrain’s experience presented the standardized model of specifying training requirements in the GCC countries and the e-training experiment among GCC countries, as well as Bahrain’s innovative experiences in governmental functions. On the other hand, the Omani experience discussed their experience in assessing training returns and the experience of central recruitment, application of best practices in human resources management. Other experiences covered functional planning, civil service code of standards and behaviour, expectant management positions and competencies, etc.
This workshop is a part of the framework of a series of workshops presented by MENAPAR for best practices in administration in the region. MINAPAR is the first Arab network to care for regional public administration research and support experience and proof based optimal administration practices.
