Director General of the Institute of Public Administration “BIPA” Dr. Raed Mohammed bin Shams stressed the importance of preparing government leaders for the success of administration development efforts and public sector institutions, pointing out that the GCC countries are making great efforts in this area, noting the contributions of the Saudi Institute of Public Administration in preparing Saudi government administrative leaders and hone their talents and capabilities to keep up with frequent changes in order to move the development forward in the right way. This came during the participation of BIPA’s Director General in the government administrative leadership conference which was organized by the Saudi Institute of Public Administration in Riyadh during the period 2-4 of the current month of December.
Dr. Bin Shams stated that BIPA’s experience in the Kingdom of Bahrain is one of the successful regional experiences in the preparation of government leaders, pointing out to the national program for the preparation and development of government leaders in its 4 levels (elite, leaders, cadres, Takween) which seek to prepare future leaders for the Government of the Kingdom Bahrain, through providing the capabilities and skills which qualify them for achieving their functional roles. Bin Shams added that these programs furnish participants with the most important challenges facing government leaders and how to deal with them, and provide the opportunity to learn about the work requirements in a systematic and structured fashion to allow them to play their leadership role efficiently and prepare them to take on the responsibility entrusted to them.
In the same context, Dr. Bin Shams also pointed out to the BIPA’s distinguished philosophy in the design of government leadership programs, which are of interest to the leadership development institutions, that these programs are based on five main dimensions for the administrative leaders, and in its entirety aims to provide a service to the Bahraini citizen as the first goal of human development in the Kingdom of Bahrain, these dimensions include self-development, identifying the vision and organization leadership, developing individuals and develop their abilities, controlling and developing the work of the organization, taking care of customers and partners and finally accomplishment and achievement of results.
Furthermore, the conference sought to shed light on the reality of government administrative leaders in the Kingdom of Saudi Arabia through diagnosing the reality of government administrative leaders and explore the most important capabilities and leadership roles to build a distinct administrative leaders, as well as diagnosing and regulating the laws of the civil service concerning administrative leadership to propose aspects of development, identifying the strategies, methods and programs of preparing, attracting, developing and succession of administrative leaders in government agencies and ways to develop them.
The conference reviewed the major challenges facing the government administrative leadership, the causes and proposed ways to address these challenges, also the conference reviewed the most modern management trends and the successful experiences in the aspects of the preparation and development of administrative leadership, and means of attracting and succession of leaders, leadership roles and their applications and how to use them in government agencies. The conference discussed several themes notably preparation of administrative leadership, rules and regulations of the civil service concerning administrative leaderships, attracting and succession of administrative leadership, the challenges of administrative leadership, contemporary administrative trends and successful experiences.
