The Director-General of the Bahrain institute for Public Administration (BIPA), His Excellency Dr. Raed Mohammed Bin Shams, has emphasized the importance of developing self-generated revenues of government organizations. “BIPA has succeeded through its own quality initiatives at both local and international levels in developing its revenue by initiating new methods to go on line with government directions”, he pointed out. “This has achieved a clear leapfrog in how BIPA performs its strategic plans and objectives to support the promotion of government business in the Kingdom of Bahrain”, he explained.
Bin Shams added that BIPA has created partnerships with the private sector by providing objective services to meet training, counseling and research needs in the public administration area for various private sector organizations. “This is due to the fact that public administration forms an immense importance for all public and private organizations to develop functional performance, to improve productivity and develop management processes for such organizations”, Dr. Bin Shams said.
He said that current circumstances through which the region is passing and the financial crises experienced makes incumbent upon executive managements to work to optimally utilize resources. “Through well-conceived efforts, BIPA has concluded several local and regional contracts to promote training services provided by BIPA. This has enabled BIPA to achieve annual revenue equivalent to one half of its budget”, he said. Dr. Bin Shams emphasized that the success had encouraged BIPA to intensify initiatives and partnerships with the private sector.
Dr. Bin Shams points out that BIPA is currently supervising a number of training projects in various organizations within and outside Bahrain, including the preparation of an e-training system for the African Towns Organization and the Republic of Tunisia, organization of an e-training system for the Ministry of Transportation and Telecommunications, a personal counseling program and a number of other projects in the Kingdom of Bahrain and design of leadership programs for a number of training centres overseas.
