During a meeting with a delegation from the Civil Service Bureau in Palestine, Director General of Institute of Public Administration (BIPA) HE Dr. Raed Mohammed bin Shams stated that the Institute is working to create an effective regional communication network with the authorities concerned with administrative development in the Arab region, in order to establish an administrative culture based on appropriate scientific approach thus contributes into the development of public administration, highlighting that the Institute has taken clear steps in this area through the establishment of Middle East and North Africa Public Administration Research (MENAPAR) network, which Civil Service Bureau in Palestine is a member in its founding board. Dr. bin Shams stressed on the need for the Arab world to support the process of exchange of experiences and best management practices in the region, which is an essential part of the management development process, especially in light of what brings us together of common grounds that require us to abide by them, the thing which cannot be obtained in Western countries, adding that the deeds of the Kingdom of Bahrain and its wise leadership i.e. paying attention and supporting the Palestinian people in all areas makes it imperative for all sectors to work shoulder to shoulder to achieve plans of sustainable development in the Arab region. For his part, the Palestinian delegation praised the role played by BIPA of taking the initiative in the Arab region to achieve the aspirations of citizens through improving government performance in general, noting that the Institute’s initiatives are trustworthy and suitable to achieve a quantum leap in the Arab region, in case they have been applied completely and entirely to all public administration institutions, stressing that the activation of memorandums of understanding comes within the priorities of the Palestinian Civil Service Bureau to promote various international partnerships to get the best of the expertise and experiences to apply them for developing public administration. During the meeting, the delegation was given a brief on BIPA’s experiences in the fields of training, consultation, research and assessment in general, in addition to explaining the mechanism of designing the leadership, basic and specialized programs, and how to create their relevant contents to fit in with the nature of the government work in the Kingdom of Bahrain, as a step to take advantage of the Institute’s experience to establish the Palestinian Institute of Public Administration. The delegation was also briefed on the national program for the preparation and development of government leaders, which BIPA aims to create a second line of leaders of each leadership functional level in the public sector, relying on the Bahraini leadership model that has been designed to suit the requirements of the sustainable development plans of the Kingdom of Bahrain. In the same context, the meeting also reviewed the experience of the Kingdom of Bahrain and BIPA in e-training through the design of e-training packages, educational games and e-courses. It is worth mentioning that BIPA has recently signed a series of agreements and memorandums of understanding with the Civil Service Bureau in Palestine, and this field visit comes within the mutual visits between the two parties to promote ways of joint cooperation.
