The Director General of the Institute of Public Administration (BIPA) Dr. Raed Mohammed bin Shams revealed the new strategic approach of the Institute, which is engaging the public sector distinguished, experienced and competent retired employees in the process of human development and training, so as to benefit from their long experience which is filled with accomplishments, and merge this experience with young energies and ideas to deliver government services with the highest quality and craftsmanship to serve citizens with distinction.
Dr. bin Shams indicated that BIPA realized the importance of taking advantage of local expertise, where the institute engaged in presenting its programs many incumbents of government positions in state ministries and institutions and private sector, and in the design and delivery of some professionalism and leadership programs, in addition to using retirees in presenting lectures to convey their distinct practical experience throughout the years of service.
Dr. bin Shams stressed that the category of pensioners or retirees are of great importance in the Bahraini society, as they are a trusted key element in conveying expertise, in addition to getting benefits from their success stories, furthermore they are considered a real investment that saves time and effort for the country, as well as they disclose foremost difficulties and main challenges the next generation might come across, paving the way for them to move and progress, and drawing a clear vision which enable them in achieving goals.
Dr. bin Shams added: “BIPA utilized local leadership expertise and retirees in many of the programs which targeted administrative positions, such as the leaders program which targeted managers in the public sector, as well as cadre program which targeted heads of departments, emanating from the institute's belief on the importance of these categories and the size of responsibility entrusted to them, and their urgent need for such experiences to integrate with their experience.”
He added: “In addition to leadership programs, the Institute has engaged some of those with previous experience in the specialized programs, which require a great deal of professionalism and interspersed with a lot of obstacles such as human resources program and project management, in order to take advantage of them in contesting these challenges that have already been in their working lives”.
At the end of his statement Dr. bin Shams explained that the retirees category will take an important place in the coming days, highlighting their significant role presented to Bahrain, stressing the keen desire of the leadership and interest in this category, which will be reflected positively on retirees and the government work for servicing citizens in the Kingdom of Bahrain.
