Director General of the Institute of Public Administration “BIPA” Dr. Raed Mohammed bin Shams revealed about the Institute’s inauguration of the official web portal for the Middle East and North Africa network for Public Administration Research “MENAPAR”, which will provide registration for individuals and international and regional institutions, also Arabic entities and others, which have interest in becoming members in this network, this system aims to connect intellectuals who are interested in developing public administration and governments in the region to serve citizens. The inauguration came on the sidelines of Dr. bin Shams participation in the 7th Euro-Mediterranean dialogue conference on the public administration under the title “communal government and sustainable public administration: challenges in Europe and North Africa and the Middle East regions,” which was hosted by the Italian capital Rome from 8 to 10 of the current month of October.
Dr. bin Shams stated that during this international conference (the 7th on public administration) it was agreed on the principle of organizing the coming conferences for dialogue between Europe and the Mediterranean countries, in partnership with BIPA, that during the next year there will be an organization of a conference for dialogue between the countries of Europe, Middle East and North Africa, it has been customary to hold this conference on an annual basis between the countries of the Mediterranean Sea only (Europe and North Africa), pointing out that the MENAPAR network adopted the idea to generalize this conference on MENA countries in partnership with the European countries to the north of the Mediterranean.
Dr. bin Shams stressed that the initiative of the Kingdom of Bahrain, through BIPA, for a partnership in the Euro-Med dialogue on public administration comes in response to the requirements of the next stage of doubling international efforts to improve the government work and public policies, and in support of what the Kingdom has achieved of regional progression in the field of administrative policy and work procedures in a way to ensure the correct application subjected to a good level of control and accountability, and promote administrative efficiency in the public sector institutions. Dr. bin Shams explained that the Kingdom of Bahrain has proved its presence on the international map of public administration thanks to keeping pace with the developments and advanced science and international experience and practices in the field of administrative sciences, and all of that comes from the belief of officials in Bahrain, of the payoff and positive impact of the public administration science on the growth and improvement to the administrative system in our precious Kingdom”.
Bin Shams pointed out that Euro-Mediterranean dialogue on public administration (MEED) seeks to be an area for the exchange of ideas, good practices and conducting analyzes on public administration in every country in the Mediterranean region. Furthermore, brings together officials, practitioners, academics and researchers, in order to promote exchange and cooperation between public active institutions in the Mediterranean region, also the Forum seeks to strengthen the community of young researchers, and future elite of public directors and academics in the Mediterranean region, in addition to providing the opportunities for young people to enrich their experience within professional networks, and facilitate the exchange of ideas and suggestions to improve the practices of public administration in the region, as well as the Euro-Med dialogue on public administration is aiming to establish new institutional partnerships and lay a sustained Euro-Mediterranean dimension between the north and the south, and the Arab countries through the integration of new people and new perspectives.
It is noteworthy that BIPA has organized in 2013 the 29th International Conference of the institutes of development and administrative sciences, in partnership with both the International Institute of Administrative Sciences (IIAS) and the International Association of Schools and Institutes of Public Administration (IASIA), also organized in April of this year 2014, a conference of the Middle East and Africa group for the practitioners of public administration (MENAPAR).
