- Bin Shams: Kingdom of Bahrain has taken great steps forward in public administration development
At the first Euromena conference organized by the Kingdom of Bahrain, His Excellency Zayed bin Rashed Al-Zayani, Bahrain’s Minister of Industry, Commerce & Tourism, says that strategic partnerships with sisterly states and experts will contribute to promoting sustainable development processes. Mr. Al-Zayani presided over a Bahraini delegation that has participated in the Euromena dialogue on public administration (EUROMENA) held under the patronage of His Majesty Sultan Qaboos bin Said of Oman during the period 24 through 27 October 2016. The conference was organized by the Bahrain Institute of Public Administration and the Middle East & North Africa Research Network (MENAPAR) in collaboration with Oman’s Institute of Public Administration (IPA), the European Group for Public Administration (EGPA) and Aix Marseille (AMU).
At the opening ceremony of the conference, Minister Al-Zayani praised the joint cooperation of the Government of the Kingdom of Bahrain and the Government of the Sultanate of Oman in one of the most significant Euromena gathering on public administration. “This clearly reflects the keen interest of the political leaderships of both brotherly states in promoting development through the exchange of expertise and best practices for the benefit of their nations”, Mr. Al-Zayani said.
Dr. Raed Mohammed Bin Shams, Director-General of the Bahrain Institute of Public Administration (BIPA) and Chairman of the Middle East & North Africa Public Administration Research (MENAPAR) said that Bahrain has taken great steps forward in public administration development and in supporting relevant research. “The Kingdom of Bahrain has become a central point for scientific research in the Arab World, as BIPA is recognized as a house of expertise working actively with regional institutes of public administration to ensure sustainable development in the Arab Word”, Dr. Bin Shams explained.
As to the extent of benefit by participants in the conference, Dr. Bin Shams pointed out that the Euromena dialogue conference on public administration will serve as a foundation of resources for all effective authorities of public administration in the Arab World. “It will be used as guidelines for policy and decision making”, Dr. Bin Shams added. “This forms an added value that will contribute to promoting government performance to the desired standards sought by all governments and people of the Arab region”, he continued. The number of participants was 250 from 16 Arab, European and American states.
The conference covered a main topic on the modernization of human resources management and performance of public organizations, in addition to several sideline subjects on training issues, strategic vision for human resources, team work management tools and performance of government bodies. It also included a workshop on best practices in public administration in the Arab World organized by the Middle East & North Africa Network on Public Administration Research (MENAPAR). The Kingdom of Bahrain presented its own successful administration practices in various areas such as training, policies, programs, general services, recruitment, and human resources management. Several parallel and general sessions were held during the conference.
