HE Dr. Raed Mohammed Bin Shams, the Director-General of the Bahrain Institute of Public Administration “BIPA”, affirmed that BIPA will continue to enhance its training system with the goal of advancing the performance of government organizations. He stated that out of its attempt to use information technology to upgrade outputs of government action, BIPA has designed a package of 22 financially-supported smart, comprehensive and interactive e-training sessions reflecting BIPA’s policy of continuous search for creative solutions in the presentation of its training programmes.
Dr. Bin Shams added that through e-training, BIPA aims at spreading the culture of self-learning among staff of ministries and government organizations pointing out that the said sessions would meet the training requirements of all government employees by BIPA offering an e-package of 22 sessions representing a total of 96 training hours per year; i.e. 8 training hours for each trainee. The sessions have several advantages for the trainee including access to the training programme at all times and places in addition to the ease of developing capabilities of employees of the government sector at lesser cost and higher quality based on free e-training sessions and programmes.
Dr. Bin Shams also explained that the launching by BIPA of a package of e-sessions will offer an integrated environment of outstanding and varied training and education opportunities to government sector employees, and introduce a new, more advanced and flexible training concept that takes into consideration the trainee’s abilities and capabilities and enable them to control their education and get the best results. He explained that these sessions are aligned with BIPA’s strategic plans aiming at improving management methods of government resources and capabilities and offering new management and development tools that cope up with developments in the field of public administration in order to advance offered services to citizens’ aspirations and hopes.

Sessions will be offered to all government sector employees in Arabic and English. It is necessary to abide by the time period specified for the sessions which start on the first day of each month and continue for 25 days. A trainee may register in one e-course every time. Upon getting a passing grade, the trainee may register in a new course. In case the trainee does not complete the requirements of the training course for no legitimate reason, the trainee will not be allowed to participate in another e-course.
