His Excellency the Minister of Cabinet Affairs, Mohammed bin Ibrahim Al-Mutawa’a, has emphasized that graduates of the National Program for the Development of Government Leaders are a fundamental driving force for the Government works system, especially those who have completed the Executive Leadership Program, Qiyadat. “This category of directors are the foundation for strategic government work and the pioneering think tank in the public sector for implementation of the visions of the wise political leadership and for meeting aspirations of citizens”, he said. This was stated by Minister Al-Mutawa’a at a meeting with Dr. Raed Mohammed Bin Shams, the Director-General of the Bahrain Institute of Public Administration (BIPA), and the education and development management of BIPA.
Mr. Al-Mutawa’a emphasized the importance of the National Program for the Development of Government Leaders, provided by BIPA, in building a government system that will support government performance and improve productivity, quality and excellence. He praised the strategy adopted by BIPA, which conforms to the Government’s general policies, action plan and outlook to provide better services for citizens, in line with the Government action plan for the years 2015-2018 and with Bahrain’s Economic Vision 2030.
Having listened to a presentation on the output results of studies made by Faisal Al-Khayat and Osama Al-Banki of BIPA’s Leaders’ Preparation and Development under the supervision of Ishaq Amin Al-Kooheji, the Executive Director of Education and Development, Mr. Al-Mutawa’a commended the great awareness of public sector directors for their role in implementing the Government action plan and their strategic initiatives, which reflect their capability in running the Government machinery. “This was apparent in their projects they have presented during their participation in the National Program for Government Leaders”, Mr. Al-Mutawa’a said.
On his part, Dr. Raed Mohammed Bin Shams, the Director-General of the Bahrain Institute of Public Administration (BIPA), expressed his thanks to Minister Al-Mutawa’a for the effort he exerts in supporting all plans aiming at improving the government performance and emphasized the importance of the professional lectures presented by Minister Al-Mutaqa’a in the Qiyadat Program. “Such lectures are very effective in consolidating the management concepts, which assist participants in further polishing their skills in government work”, Dr. Bin Shams said.
Dr. Bin Shams explained that as a requirement for graduation from the Qiyadat Program, a participant has to present a project covering a work plan for 100 days, during which the program contents are applied. “The purpose is to introduce initiatives that will contribute to developing services designed for citizens, supporting the culture of ongoing change and innovation, developing policies in support of sustainable development or providing services through optimum administration and leaderships”, Dr. Bin Shams pointed out. “These are the strategic anchors of BIPA for the years 2016-2018”, he concluded.
The Qiyadat Program is he fifth in a series within the National Program for Development of Government Leaders. It targets the directors and the like in the public sector. It aims at developing the capabilities of a strategic leaders by enhancing optimum investment in human resources to achieve corporate ambitions, development of policies in promoting public sector and creating a culture of change in public sector organizations.
