Ishaq Al-Koohiji , Executive Director of the Education and Development Department of the Bahrain Institute of Public Administration “BIPA” gave a presentation on the Kingdom of Bahrain’s experiment in the preparation of national leaderships in government operations based on an integrated and comprehensive methodology that combines the theoretical aspect and exploitation of the successful local, regional and international best administrative practices and investigation of the needs of local reality. The presentation of the national program for development of government leaderships was made in a meeting of the training committee of the General Secretariat of the Gulf Cooperation Council, headed by Mr. Talal Al- Ansari, head of the training committee of the General Secretariat.
Al- Koohiji added that the Bahrain Institute of Public Administration has designed the national program for development of government leaderships following a review of the actual local needs of the government operations systems in the Kingdom of Bahrain. The program evolves around the preparation of government leadership at the various functional levels that are capable of making decisions and generation of government policies that should contribute to promoting the government functioning system in the Kingdom of Bahrain and meeting the needs of citizens, while highlighting the fact that seeks from the program to set up a standardized national strategy for the training of employees of the government sector. Such training is designed to build a government system that is based on a management methodology that regards each and every employee as a leader at his or her respective career level and is congruent with the training needs of the employees.
Mr. Al-Koohiji explained that the training committee of the General Secretariat of the GCC states has keen interest in taking advantage of the scientific methodology of the national program for development of government leaders in devising a model for promotion of leaderships in the Gulf Cooperation Council’s General Secretariat over the upcoming stage.
The training committee at the General Secretariat of the GCC states has completed the first stage of multiple increments designed to realize the vision of the Secretary General to transform the General Secretariat into knowledge building and massing of expertise, which involves qualification of the trainers of the General Secretariat, leading to preparation of basic skills training portfolios for the staff of the General Secretariat in collaboration with the Institute of Public Administration “BIPA” in the Kingdom of Bahrain. Recently a project involving four training portfolios has been completed and will be offered over the upcoming months, namely the diplomacy of the General Secretariat, the General Secretariat’s meeting management method, drafting of deliberations, preparation of minutes, extraction of resolutions and toast mastering and public speech in the General Secretariat.
