BIPA Senior Director of basic development and creative learning Mohammed Alsaba'a stated the institute – based on its pioneered experience in electronic training – presented an initiative to involve GCC institutes of public administration and management development in a real experience in the field of electronic training to create a status of integration between the counties and identify training requirements which would help GCC countries to take a decision of adopting electronic training projects and start off the work.
The Senior Director of basic development and creative learning indicated
the Institute of Public Administration of the Kingdom of Bahrain proposed the idea of converting some of the meetings of distance training committee in GCC countries to workshops through work teams that alter theoretical aspects to beneficial projects, and the first initiative was the idea of preparing and implementing joint electronic training course.
In regard to the way of distributing the tasks of the project, Mr. Alsaba'a said “Being a joint project between the institutes of public administration and management development in the GCC countries, the Institute of Public Administration in Saudi Arabia has been authorized – as it is competent in the production of face to face training packages – to provide a training package that to be converted to an electronic package, and put forward a number of training packages that a training package was selected which represent a joint training need for GCC countries and related to skills of management development.”
In addition, the Institute of Public Administration in the United Arab Emirates had the task of Electronic shooting of certain administrative positions that included in the training package, the Institute of Administrative Development in Qatar and the Civil Service Bureau in Kuwait were assigned to film dialogues, and the Secretariat of the GCC contributed to audio recording to the speakers and personalities .. and the Institute of Public Administration of the Kingdom of Bahrain ran the project, in addition to carrying out the task of developing the training package from the start to the end.
Mr. Alsaba'a explained that, after completing the implementation of the electronic training package model (the development of management skills), the experience was presented at a meeting of directors of all institutes of public administration where it received a high admiration and greetings, and the high standard of the model was praised as well as the success of BIPA experience in the Kingdom of Bahrain in running the GCC Group. It was agreed to shift from development stage to the implementation phase of the experience in the next mid-September for three weeks, and that ten GCC trainees incumbents of supervisory position to be nominated, where the Institute of Public Administration will be responsible for the management of distance training and provide them with the results. The course will also be available to all staff of the Kingdom of Bahrain and the details can be found through the electronic courses booklet of the Institute of Public Administration.
It is worth mentioning that the electronic training package on the development of management skills is made up of 4 units, the first unit includes management development in terms of definition, models and forms of administrative development, and its organizational environment, while the second unit consists of modern methods of management development and the most important difficulties facing it. The third unit has been addressed to the administrative structure and classifications and finally the issue of identification of training needs and planning for training in the fourth unit.
