The Director General of the Institute of Public Administration (BIPA), HE Dr. Raed Mohammed bin Shams, has said that the use of ROI Institute’s methodology of measuring the returns on investment in training with the objective of raising the quality of the training services was approved in harmony with BIPA’s new strategy, which aims at developing the government performance. In the course of BIPA’s preparation of certified staff for performing the measurement in collaboration with ROI Institute, a training program has been recently introduced for ten employees, after which they were given the Measuring Return on Investment Certificate.
Bin Shams added that BIPA is one of the top government institutions in Bahrain that apply this five-level international methodology as it is keen in applying the developed training methodology and international practices that contribute to enhancing the efficiency in government work and quality training. This methodology allows the optimum use of resources by training institutions with the objective of approving outcomes-based training instead of activity-based training. The outcomes-based training, which depends on measuring the returns on investment, is expected to achieve the objectives clearly built for all trainees before launching the training program, which are pursued by institutions upon determining the investment needs.
BIPA has recently finished applying Jack Phillips Methodology on the preparation diploma program for the public sector and the new government leaders preparation program (cadres). BIPA is expected to start applying ROI Methodology to the new training programs currently designed.
