Director General of the Institute of Public Administration (BIPA), HE Dr. Raed Mohammed bin Shams has announced that BIPA is holding 21 e-training courses in Arabic and English within the framework of catering for the training needs of the public sector civil servant in the Kingdom of Bahrain. He stated that these courses are offered under BIPA's strategy of government performance development pursuing sustainable development through providing advanced services, optimum resource management, development support policies and government development and creativity. Bin Shams praised the great support and keenness of the Ministry of finance on providing all the public sector civil servants with the maximum benefit of e-training courses relying on the Ministry's established success of training experiment, achievement of targeted objectives and improvement of staff performance. These training courses are the fruit of Ministry of Finance-BIPA partnership agreement under which BIPA will provide various on-line e-training courses using Learning Management System (LMS). Bin Shams emphasized the importance of keeping abreast of the latest technological developments in IT and communications world and in employing such developments in serving the objectives of the political leadership in terms of training and education and in satisfying the training needs of government civil servants. He also pointed out that e-training contributes to promoting the professional performance of government cadres in accordance with the training hours determined by the Civil Service Bureau and the minimum training hours on the basis of which promotions and awards are entitled. Assistant Undersecretary for Resources and Information, Ismail A. Nabi Al Marhoon, stressed the keenness of the Ministry of Finance on following the directions of the Minister of Finance concerning providing the opportunity for each government civil servant to benefit from the e-training programs. He commended BIPA's role in the e-training and how it enriches the government training system with the latest training technologies and updated methods, with aim of promoting training efficacy and performance. Al Marhoon affirmed the significance of e-training for attaining the training system objectives within the least time and with the least effort and highest quality possible regardless of the time and space limits. He said that “These courses are flexible in terms of choice of the training time and space where highest benefit is targeted”, he said. BIPA has made registration for e-training courses accessible through the e-Government Portal. The courses will tackle disputes management, control on conflict of opinion, effective time management, emotional intelligence, effective communication methods, effective meeting basics, troubleshooting skills, project management, decision making and effective listening skills, self-motivation and persuasion skills, persuasion skills, confidence building, critical thinking, customer service and task management.
