Director General of the Institute of Public Administration (BIPA) Dr. Raed Mohammed bin Shams stressed on the main role of the institutes of public administration to improve the levels of the civil service provided by governments to their institutions, bin Shams said that public administration institutes are responsible for developing government performance and promoting public acceptance indicators, as governments seek and work hard in order to achieve high satisfaction rates for the services they provide to their audience. This came on the sidelines of BIPA’s participation in the annual meeting of the Organization for Economic Co-operation and Development (OECD), which was held in the French capital Paris last Tuesday (7th July, 2015) under the title “necessary skills for international civil service”. The annual meeting of the OECD concluded on emphasizing the importance of involving public administration institutes in the administration development process and the need to exchange the successful expertise and experiences among institutes and schools of public administration, in this regard, bin Shams pointed out that the Kingdom of Bahrain, which hosts the headquarters and businesses of the Middle East and North Africa Public Administration Research (MINAPAR) Network, has made significant strides in supporting international efforts to strengthen the research base in the public administration sector. Bin Shams indicated that the audience has reviewed the Bahraini experience in the field of public administration, and praised the Bahraini leadership model which specifies five major roles for administrative leader i.e. determining the vision, developing individuals, enhancing their abilities and the business of the organization, care for customers and partners and finally accomplishment and the achievement of results. The audience also praised the results achieved by BIPA in regard to training of government employees, the preparation of a number of graduates of leadership programs offered by the institute, and BIPA's key role in the implementation of the government action program for the years 2015-2018. In regard to the importance of participating in this annual meeting of the OECD, bin Shams stated that this meeting is held annually for the outstanding significance the public sector holds in stimulating economic growth and social welfare, which is achieved through building the capacities and skills of public sector employees to address the current and future priorities required for effective and excellent performance of government agencies. Adding that the annual meeting of the OECD seeks to secure a long-term sustainability for the reform process in the public sector, through promoting international dialogue on policies, in addition to the national efforts for building distinctive capabilities in the public sector, and getting benefits from the international expertise and experiences, and support knowledge and research exchange in the field of public administration among all institutes and schools of public administration in the world. OECD, which was founded in 1948, is considered one of the largest international organizations working in the field of economic development that provides opportunities to enable governments to compare policy experiences and seeking answers to the problems facing them, the organization also forms an international forum for positive pressure towards the implementation of successful management practices in public administration, and a major source for the flow of information, analysis and administrative experiences that all governments, schools and institutes of public administration in all countries of the world are benefiting from.
