Director General of the Institute of Public Administration (BIPA) HE Dr. Raed Mohammed bin Shams stressed Kingdom of Bahrain’s keenness for developing public administration practices at the level of the Gulf Cooperation Council (GCC) countries, pointing out that Bahrain has been able over the past six years to put its mark in the development of all areas of public administration, to contribute to uplifting the indicators of government's performance and promoting the elements of social and economic development, this came during the participation of the Kingdom of Bahrain’s delegation in the 16th meeting of the GCC Directors Generals of the Institutes of Public Administration, which was hosted by the Qatari capital Doha during the period 10-11 of the current month of June, the Bahrain delegation was chaired by BIPA’s Director General Dr. Raed Mohammed Bin Shams and the membership of Senior Director of Basic Development and Creative Learning Mohammed Al-Sabba, Senior Director of Professional Development Mrs. Ghada Shna’a and the Acting Director of Strategic Relations Mrs. Nujood Al-Atawi.
During the meeting an agreement was approved to start testing the Unified GCC model to determine the training needs of the Gulf government agencies in the Kingdom of Bahrain, which is designed to find a unified perception among the public administration institutions in the GCC countries that contribute to the knowledge and identification of training needs of government agencies, so that at a later stage it is circulated on the training and human resource managers in the government agencies in preparation for its application and inure.
With regard to e-training field which has received great interest from the directors generals of the institutes of public administration in the GCC countries, the meeting adopted the scientific framework for e-training prepared by BIPA in the Kingdom of Bahrain, thus the meeting recommended to benefit from Bahrain's experience in the field of e-learning due to the quantum leap that contributed into the development of public administration sector, consequently Bahrain has been assigned to produce a promotional video to disseminate the e-learning culture among the GCC countries, as well as adopting holding a Gulf workshop on e-training in the Kingdom of Bahrain under the theme of “managing the systems of training process”.
The Council also approved the invitation of the GCC’s Secretary General His Excellency Dr. Abdul-Latif bin Rashid Al-Zayani to provide the first Gulf electronic Lecture entitled (Inspirational Leadership), through the Internet in the presence of the GCC directors generals of the Institutes of Public Administration and the Supreme Administrative Leaderships in the government agencies in the gulf countries, BIPA was also assigned to bear the responsibility of technical support and the technical hosting of the e-lecture.
Due to the variety of efforts in the field of public administration attained by the Kingdom of Bahrain, the meeting has decided to take advantage of the successful experiences of BIPA in the Kingdom of Bahrain in measuring the return of investment (ROI) in training, which contributes to the study of the impact of training, research, studies and consultation on administrative development in the GCC countries.
BIPA’s Director General and president of the Middle East and North Africa Public Administration Research Network (MENAPAR) extended an invitation to the GCC countries to attend MENAPAR network conference, which will be hosted by the Republic of Tunisia during the period from 6 to 9 of next October, stressing the need for the participation of all officials in the GCC countries of the public and private sectors in the activities of this regional conference, because of the richness it contains of scientific research which is working in favor of the development of the public administration sector.
The Directors Generals of the GCC’s Institutes of Public Administration have adopted a number of joint training programs and activities during the years 2015-2018, and it is scheduled that BIPA will contribute in the organization of the 4th conference of Public Administration in the GCC countries during 2016, which will presents the successful international experiences and practices in e-training in partnership with the Institute of Public Administration in the Kingdom of Saudi Arabia.
