Director General of the Institute of Public Administration (BIPA), Dr. Raed Mohammed bin Shams pointed out to the eminent position occupied by the Institute among its counterparts in the region, adding that BIPA has become today an expertise house that many gulf, Arabic and regional governmental and private training institutions take advantage of, considering the Institute's training program and contributions of ideas and insights to develop public administration sector, praising the adopted national program for developing government leaders and the Bahraini leadership model which became one of the models of leadership training in the region, and that through it the Institute designs all its programs and plans to keep pace with the aspirations of the Government and meeting the needs of the labour market in the public and private sectors. This came during the participation of BIPA's Director General, Dr. Raed Mohammed bin Shams in the Gulf Leaders' Summit which was hosted by Kuwait during the period from 11th to 12th of the current month of May, under the auspices of the Kuwaiti Prime Minister entitled “Leading Organizations in a Chaotic Environment”.
Dr. bin Shams said that BIPA has adopted a strategic policy aiming at increasing the services provided by the Institute to include the field of public administration research by building alliances with various international training and research institutions and organizations, which is achieved after BIPA's founding and chairing the MENAPAR network recently, which contributed to strengthening the relationship of the Institute and linking it with the largest international organizations in the area of public administration, such as the International Institute of Administrative Sciences (IIAS), International Association of Schools and Institutes of Administration (IASIA), Middle and North Africa partnership for Capacity-building (GIFT-MENA), and United Nations Development Program (UNDP).
Dr. bin Shams stressed the importance of taking part in the regional conferences concerned with scientific research, training, education and honing of skills and developing second line of leaders, meanwhile praising Kuwait's achievements in the field of public administration, adding that the Gulf Leaders' Summit is an indication of Kuwait's success in making its mark in the public administration on the Gulf level. Dr. bin Shams mentioned that the Summit sought to promote business in the Arabian Gulf region and worked on creating a second line of young Gulf leaders, and get acquainted on the successful international experiences in entrepreneurship, supporting learning and networking environment in the world of business, and benefiting from the success stories and experiences at all levels, international, regional and local.
BIPA's Director General was one of the keynote speakers at the Summit, where he participated in the fourth discussion session concerning leading government authorities, institutions and organizations in a chaotic environment, with the participation of a number of senior politicians, economists and international officials and experts in the public administration field, and heads of major companies working in the entrepreneurship including former Malaysian Prime Minister Mahathir Mohammed.
