The Institute of Public Administration (BIPA) concluded the professional certification program in the foundations of human resources, which was presented in cooperation with the Australian Human Resources Institute (AHRI), and a number of human resource professionals in the public sector have participated in the program, this program is characterized by its design, which made it different from other training programs offered by other institutes, that has been completed in accordance with the functional requirements of the government sector employees in the Kingdom of Bahrain, as a result it contributed so far in training of 50% of human resources professionals as the number of participants who received the professional certificate in the foundations of human resources has reached until Batch 14, to nearly 260 government employees during the last five years.
This was stated by the Senior Director of Professional Development at the Institute Mrs. Ghada Shna’a, and added by saying “The professional certificate program in human resources since its inception in 2010, has succeeded in meeting the main training needs for the staff of human resources in the public sector of specialists and whoever in their ranks,” noting that the program is one of the important specialized programs offered by the Institute as it contains topics covering human resources system in the government sector, especially that the program went along with the new developments in public administration, and a number of topics were added such as definition of retirement law and the Horizon system in order to ensure that the trainee is acquainted with the necessary knowledge required in administering his daily work.
Mrs. Shna’a noted that the program included a definition of the concepts of human resources i.e. functions analysis and design according to requirements, procedures for employees selection, recruitment, developing their abilities and increasing the quality of their performance, as well as the definition of the basic elements of the recruitment process starting from recruitment to retirement, creating appropriate development and training opportunities, as well as its focus on performance management considering it as a main part in the process of improving and developing the performance of staff, adding that this knowledge and skills required by the human resources in the government is acting on achieving the desired job contentment of government employees.
Mrs. Shna’a added that this program comes in line with the training needs required by the Government Action Program for the years 2015-2018 represented in strengthening the public sector's productivity, simplification of procedures in services delivery, promoting strategic planning, developing government policies, developing measurement mechanisms, and monitoring government performance. Mrs. Shna’a asserted that human resources is a main part in the government action system and that developing the capabilities of human resources employees contribute to achieving the aspirations of the government towards performance effectiveness and quality, stressing at the same time that the Institute will continue to assess the graduates and communicate with them in order to ensure honing their training skills to attain the goals and ambitions of the government in improving productivity and quality of work.
