The Minister of the Follow-up Affairs HE Mohammed bin Ibrahim Al-Mutawa said that the Cabinet attaches highest priority to the Government Action Program (GAP) for the years 2015-2018, which was recently approved by the legislative authority represented by the Council of Representatives, adding that the implementation of the GAP, with all its initiatives and projects, is the responsibility of the government represented by its ministries, institutions and all its affiliated bodies, confirming the keenness of His Royal Highness the Prime Minister Prince Khalifa bin Salman Al-Khalifa, on implementing all the initiatives and projects included in the GAP, pointing out that the Prime Minister stressed many times on the citizen as being the GAP’s priority.
This came during the Institute of Public Administration (BIPA) hosting of HE the Minister of the Follow-up Affairs; within the preparation program for government leaders (Leaders), which is offered by the Institute for training government leaders who occupy positions of directors and their equivalents in the government ministries and institutions. HE Al-Mutawa emphasized the existence of an integrated system to follow-up the implementation of the GAP; through the roles and tasks assigned to government leaders, pointing out that the trainees in the (Leaders) program are part of the government leaders, who will assume major roles in the implementation of the GAP for the next period, highlighting the importance of the GAP in achieving the aspirations of the citizens and the development in Bahrain, explaining to the trainees how the government now is responsible for the implementation of the program, and that the Parliament has become responsible for the oversight on the implementation of the program by the government, which necessitates working hard with honestly to provide all the training and preparation programs required for all employees of the public sector especially government leaders for the successful implementation of the GAP, in his speech with the trainees, HE also mentioned the relation of the government and the Council of Representatives in the implementation of the GAP, pointing out that many of the requirements of the program need legal legislation, which will be enacted by the legislature.
The Preparation Program for Government Leaders (Leaders) is considered one of the main training programs provided by BIPA, which is compatible with the goals sought by the economic and social strategy and the GAP as well. The program seeks to identify the key roles of the successful managerial leader represented in determining the vision and the leadership of the institution, developing individuals and enhancing their capabilities, controlling the work of the organization and developing it, customer and partners care, and finally accomplishment and achievement of results. These roles represent the general framework of the Bahraini model of leadership, which BIPA seeks applying on its trainees within the (Leaders) program.
The importance of this meeting with the Minister of the Follow-up Affairs HE Mohammed bin Ibrahim Al-Mutawa, comes to ensure the Bahraini leadership familiarity with the GAP, for the optimal implementation as the program contains initiatives, projects and objectives that serve all sectors of development in the Kingdom of Bahrain, especially since the Preparation Program for Government Leaders (Leaders) is targeting trainees from the category of directors and the like, who their appointment resolution was issued by the cabinet for the government ministries and institutions or the respective authority in case of the institutions which are non-affiliated under the umbrella of the Civil Service Law.
