Director General of the Institute of Public Administration (BIPA) Dr. Raed Mohammed bin Shams stressed on the need and importance of training for the second line of government leaders who currently hold positions of heads of departments and groups in the government ministries, institutions and bodies, indicating that these leaders are the main driver for the implementation of the aspirations of the government and citizens to achieve the goals sought by the Economic Vision 2030 for the Kingdom of Bahrain, and issues and matters included in the government action program for the years 2015-2018.
Dr. bin Shams said that the importance of the new government leadership preparation program (cadres) lies in the roles and tasks shouldered by the government leaders to achieve the government's action program, which was adopted recently, indicating that the aspirations of the government in implementing its action program depend primarily on training its leaders, in a way that contributes in achieving initiatives and projects; the thing which is sought by the Institute through this program, adding that the (cadres) program highlights the Bahraini leadership model, represented in the five roles of the successful administrative leader i.e. self-leadership and development, team leadership and development, bearing the responsibility in the development of the institution's work, taking care of customers and partners and accomplishment and achievement of results.
This came coinciding with the opening of the 4th batch of the new leadership preparation program (cadres) by BIPA, which is one of the leadership programs offered by the institute, which was designed to develop management leadership and capabilities for the category of department heads and preparing them for further career progression within their organizations and in the public sector, the (cadres) program works to provide trainees with the tools of leadership needed for self-realization and understanding others, which helps them in achieving the goals of their organizations, also the program works on developing the trainees relations and the formation of networks, which contributes to the improvement of productivity and quality of government work.
In regard to the program, the Executive Director of Education and Development Ishaq Ameen pointed out that the (cadres) program represents the initiatives set out in the 6th theme of the government action program which is “to provide special programs to raise the level of executive leadership in the civil service, and build a plan for the development and preparation of a second line of leaders and staff in all important functions “, in addition to that the trainees obtains after fulfilling graduation requirements, a certificate from BIPA accredited by the Institute of Leadership and Management in Britain (ILM).
Mr. Ameen added that the program includes five major units i.e. leadership and development, team development, bearing responsibility in the institutional development, customers and partners care, and finally accomplishment and achievement of results.
The importance of the new government leadership preparation program (cadres) is represented in the various methods included in the program of determining personal patterns, field visits to the work sites of the trainees to get closely acquainted with the best successful management practices in government ministries and institutions, guidance and direction meetings, which would raise the performance of the trainees and other new styles in the training domain.
