Senior Director for Professional Development at the Institute of Public Administration (BIPA) Mrs. Ghada Shana’a announced the launch of the professional certificate program in human resources, which comes in line with the training needs required by the government action program for the years 2015-2018, represented in strengthening public sector productivity, simplifying procedures in delivering services, enhancing strategic planning, developing government policies, and developing measurement and monitoring mechanisms for government performance, stressing that the program, which will be introduced on 23rd of the current month of February, is a main part in developing the capabilities of human resources employees for adopting in the design phase studying governmental real-life situations, which should contribute to achieving the aspirations of the government concerning performance effectiveness and quality.
In regard to the objectives sought by BIPA through launching this program, Mrs. Shana’a added that the program aims to strengthen the skills of employees working in the human resources directorates in the government sector, and to familiarize participants with the civil service laws in force in the Kingdom of Bahrain, and the administrative procedures in legal terms, besides identifying management information systems used by personnel affairs directorate in the government ministries and institutions, and the ability to apply the basics of these systems used in government institutions.
The professional certificate program in the foundations of human resources includes many of the units that cover the human resources system in the public sector, where the program deals with the definition of the concepts of human resources i.e. jobs analysis and designing them according to the needs, procedures for the selection and recruitment of staff, developing their abilities and increasing the quality of their performance, as well as defining the basic elements of the recruitment process from recruitment to retirement, and finding appropriate development and training opportunities.
The program also includes a special unit on performance management, which is considered a key part in the process of improving and developing the performance of employees, this unit includes basics of strengthening behaviors, the required results in the organization, how to provide performance indicators for the assessment and guidance procedures of staff performance, and related supervisors' motivation and behavioral impact on the performance of lower-ranked employees in the organization.
This program didn’t miss explaining to the participants the laws related to health and safety high-risk businesses, and helping them to develop a program for occupational health and safety that meets the legal obligations and contributes to changing the impressions and behaviors of the basic entities in the organization, in addition to focusing on the role of the safety and its importance in job performance. The program also addresses within the themes; measuring the effectiveness of human resources through showing the true value of human resources directorate projects, through studying the return on investment achieved by the institution, and identifying to the participants how to study and to present a working condition for the purpose of persuasion and influencing senior management, through the progressive initiatives of the human resources directorate.
It is worth mentioning that the professional certificate program in the foundations of human resources is a certified program by the Australian Institute of Human Resources (AHRI), thus the program is targeting human resources staff and all who would assume responsibility for supervision of staff, and that two batches of the program were introduced for 2015.
