Director General of the Institute of Public Administration (BIPA) Dr. Raed Mohammed bin Shams revealed the new channels approved by the Institute for the elimination of the challenges facing government leaders, stressing the importance of starting confronting these challenges for the government leaders to carry out their role in implementing the government action program as fully as possible, as the government seeks to implement its program of work according to the set opportune plans, provided that the national indicators are to be a measure for the performance of government ministries and agencies, which helps decision-makers to make the right decisions to be linked to the projects and the work program of the government. Dr. bin Shams stressed that the government leaders are responsible for the implementation of the work program of the government, and they shoulder the responsibility of promoting government work, and that is the goal which BIPA seeks to ensure through the offered leadership programs.
Bin Shams added that the new channels will include experiences society, round table and debates, in which the involvement of a group of international and local expertise, to discuss the dilemmas and challenges that trainees face during the leadership programs of various government agencies and ministries, thereby contributing to resolving all the difficulties and overcome them, in the framework of BIPA's continuous pursuance to uphold the performance of government work.
In the same vein, BIPA's Director of Leadership Development Khalid Al-Eid pointed out that the real benefit for the participants of the leadership programs offered by the Institute, one of which is the government leaders preparation program (leaders), is evident after the conclusion of these programs, indicating that the end of the program is a starting point for participants to take advantage of the program outputs, where participants will develop an action plan that will last 100 days through which the Institute ensures mastery of the participants in the application of the lessons learned from the program, which aim to improve and develop their institutions in which they work, noting that this will lead to link this plan with the Bahraini model of leadership and contribute to the evaluation of all leadership programs offered by the Institute.
Mr. Al-Eid said that it is during the final day of each program of leadership a debate is carried out to discuss the challenges faced by the participants with their superiors, subordinates and peers of the same level from the various departments, also the meeting is considered one of the new initiatives that have been added to the program, which aims to listen to the opinions of the participants and their immediate superiors concerning the program and link them with the objectives to develop the program and to overcome the existing difficulties.
It is noteworthy that the government leadership preparation program seeks to develop new departmental directors capabilities and prepare them for their new post at the beginning of the administrative work in the public sector, to make the new departmental directors aware of the work requirements in this sector, and to enable them to work more effectively in their new positions. Furthermore, this program has been adopted internationally by the Government National College in the United Kingdom, furthermore there is the use of a number of experienced people to give lectures to the trainees and sharing their practical experience and scientific and educational expertise in the area of their business.
