Director of Leadership Development at the Institute of Public Administration (BIPA) Mr. Khalid Al-Eid, stated that the tendency of the Institute now is going towards what is known as “experiences community” for confronting different difficulties and challenges which participants face in leadership programs in their work in the government sector, where this step comes to achieve the goals set up by Education and Development Department, which includes following-up trainees’ performance in the achievements and challenges environment that still facing the participants in the training programs, this came on the final day for the 3rd batch of the preparation new government leaders program “Cadres”, which aims to set up the second row of government leaders.
Mr. Al-Eid pointed out that experiences community is a meeting to be held after at least 100 days from the day participants have completed their training programs, during which government experienced staff and leaders come together to get the utmost benefit in discussing best practices through which to overcome the challenges and difficulties yet facing the graduates in the work environment.
Mr. Al-Eid explained that the final day – which is an integral part of the training process – aims to gather trainees participating in the Cadres program with their immediate seniors from various government institutions, to listen to their comments and their visions regarding the program, in addition to the most important reached results and information to take advantage of them in the exchange of experiences and the development of program level.
Mr. Al-Eid added that the cadres program is one of the innovative and intensive programs in which the involvement of immediate managers with the participants to identify their training needs, in addition to the participants overcoming the challenges in dealing with different functional levels, also the program includes a number of institutional visits that enable participants to identify the best procedures and practices which can be transferred to the factual work.
It is worth mentioning that the Cadres program is one of the programs that was launched in 2010, in collaboration with the University of Oxford, and is being implemented over a period of 4 months, and aims at developing leadership skills among the participants of sections’ heads who possess high capacities and capable of progressing and promoting to higher management levels, where the selection of trainees is performed in cooperation with the Civil Service Bureau (CSB) based on specific grounds after carrying out the necessary interviews to ensure their readiness.
