Deputy Prime Minister and Vice President of the Civil Service Bureau (CSB), HE Shaikh Khalid bin Abdulla Al Khalifa said that the national program for the preparation of government leaders is one of the main pillars to improve government performance, and a guarantee for a bright future in the government business sector, as the program embodies the sharp vision of the wise leadership who pay great attention to the preparation of government leaders.
This came this morning as HE patronized on (Wednesday – Nov. 11) at Movenpick Hotel a graduation ceremony for 115 leaders who took part in the national program for the preparation of government leaders, which was organized by the Institute of Public Administration (BIPA): “stemming from the Government's keenness to ensure proper preparation of leaders and prepare them to assume important administrative positions in the government work, thus all relevant sectors are working on boosting leaders' standard under the functional structures in all government ministries and authorities, through the implementation of the necessary strategies, which is a key trigger for the development of all services provided by various government ministries and bodies.”
HE also urged all trainees to make the most of the methods and techniques which they were trained on in the national program for the preparation of government leaders and apply them in their work, considering them as the real wealth for the government sector and basic foundation for the development of human resources of the Government, wishing them continued success and progress in the current and future positions.
Meanwhile, BIPA's Director General HE Dr. Raed bin Shams stressed that the development of government leaders in the public sector is one of the main pivot in the change strategy pursued by the wise leadership for a better future for the Kingdom of Bahrain, and in line with the contents of the National Action Charter, the Constitution of the Kingdom of Bahrain and the economic vision 2030, in addition to the government action program.
Bin Shams explained, in a speech delivered during the ceremony, that since the start of the leadership programs in 2010 and to this date, BIPA's has trained 185 government employee, incumbents of leadership positions which is equivalent to 80% of all incumbents of these positions in the public sector, considering this percentage as an honorable national achievement for the Kingdom of Bahrain.
Bin Shams added that the impact would be clear for a promising generation and will have a positive impact on many of government ministries and agencies through best practices of public administration that graduates will seek to apply the methods and skills in various functional tasks that they occupy.
Bin Shams pointed out to the wise leadership's keenness to work hard to boost government agencies, and raise their competencies and commitment to the development of human wealth, which is deemed to be the mainstay of the evolution and advancement of the nations during the process of the wise development and modernization. Adding that such directives have enhanced the capabilities and competencies of the public sector employees, being supportive for working diligently and faithfully until seeing reaping the benefits today and graduating a distinct constellation of government leaders.
Bin Shams concluded his speech by stressing that BIPA is seeking to identify the best administration practices in the public sector in order to prepare cadres with efficiency and unique skills to deliver the government services with the best effectiveness and performance, pointing out that the institute is sharing the responsibility with other government ministries and bodies in the commitment to the development of the Bahraini cadres.
After that, Deputy Prime Minister HE Shaikh Khalid bin Abdulla Al Khalifa, presented certificates to the graduates, also there was an announcement during the graduation ceremony about the completion of the national program for the preparation of government leaders, through the design of a new package of leadership training programs, including the preparation of Youth Leaders Program (Takween), that will be introduced next year, which targets supervisors and senior specialists category, and the like, in order to qualify them to assume the post of department head or its equivalent in government work, which is one of the initiatives set out in the national economic strategy of the Kingdom of Bahrain for the development of government action.
