Under the title “Political System in the Kingdom of Bahrain, general concepts in human rights”, Secretary General of the National Institution for Human Rights (NIHR), advisor Dr. Ahmed Abdulla Farhan stressed that; the understanding and the application of basic national legislation and human rights culture have become crucial cornerstones in supporting and developing government work, this came during a lecture delivered by the secretary general before the participants of the preparation diploma program for government leaders “Leaders”, which was organized by the Institute of Public Administration “BIPA”.
Dr. Farhan noted that one of the important roles of NIHR is dissemination of a culture of human rights, as BIPA is the backbone for feeding public sector with administrative concepts and practices, therefore signing of an agreement of understanding between NIHR and BIPA was the first step for joint cooperation to disseminate a culture of human rights through delivering specific programs within the Institute plans to strengthen cultural infrastructure in the field of human rights, especially under the current circumstances where human rights became the most important pillar for nations' development and progression.
From his side; BIPA's Director of Leadership Development Khalid Al-Eid stated that, based on the memorandum of understanding governing the training courses and workshops between the two sides, the lecture of Dr. Ahmad Farhan for the trainees of leaders program came to inform public sector directors about the importance of basic national legislation, which is considered an integral part of the Bahraini model for leadership.
Mr. Al-Eid indicated that the Bahraini leadership model is based on two main foundations, the first is the executive and behavioral role of leaders in the field, and the second which is considered the most important rule, represented in the part that drives and controls administrative development process in government work, that is focused on the understanding and the application of the basic national legislation: starting with the National Action Charter and the Constitution of the Kingdom, Bahrain Economic Vision 2030, and finally the Government Action Program.
Mr. Al-Eid added that the preparation diploma program for government leaders (which has graduated 9 batches until now); seeks to develop the capacity of the new directors of departments and prepare them for the new post at the beginning of their administrative work in the government sector. The program has been accredited by the Institute of Leadership and Management (ILM) in the United Kingdom, where the program is resorting to a number of ministers and heads of institutions to present lectures for trainees and share their educational and practical expertise in the area of their professions.
