The Institute of Public Administration (BIPA) announced the adoption of the Civil Service Bureau (CSB) for e-training hours within the accredited training hours for each employee in the public sector, in accordance with the regulations of the Civil Service, thus encouraging employees to take advantage of free training and work on self-development, especially after providing automated registration service for all staff of the government ministries and institutions via the website of the Institute.
The Executive Director of Learning and Development at BIPA Mr. Ishaq Ameen stated that this decision has a profound impact on the turnout of the public sector employees who are listed under the umbrella of the CSB to benefit from the high-quality levels of e-courses offered by the institute, and contributes to make a quantum leap in the training concepts which are evolving rapidly and need a parallel keeping pace with by those in charge of training.
BIPA's Senior Director of Basic Development and Creative Learning Mr. Mohammed Al-Sabba’a stated that the e-training offers a virtual world which simulates reality and touches upon the training needs of staff, but in an interactive environment away from the routine training in the traditional training halls, noting that the Institute e-training strategy is seeking to establish an integrated electronic environment that offers training opportunities and supports individual learning, which will form a leap in the training services for public sector employees.
Mr. Al-Sabba’a mentioned that due to the fact that e-training is a new method in training, therefore the need is urgent to increase the degree of awareness among the trainees and officials to boost the turnout for this type of training, adding that CSB's decision came to assert that the Institute e-training strategy is trustworthy which will enable it to expand in the future, to meet the training needs of public sector employees in the Kingdom of Bahrain.
It is noteworthy that this circular has been issued based on the Cabinet Resolution no. 07- 1733 in its meeting held on 20th April 2003, which included the adoption of a policy to specify the hours of training for each employee in the civil service of not less than 30 hours per year, with gradual increase of these hours to become 50 training hours for each employee, by focusing on training programs that lead to refine and develop the administrative, technical and professional talents, abilities and capacities.
