The International Congress of Public Administration praised the important step undertaken by the Kingdom of Bahrain, through the Institute of Public Administration “BIPA”, in its initiative of establishing a network of scientific research “MENAPAR “, stressing that this move is a credit to Bahrain; as one of the active members in the field of public administration, as the field of scientific research has changed nowadays into a tool for effective change and progress in the rising and civilized societies, that seeks to establish a culture of change, in accordance with valid systematic grounds which contribute to the upgrading of working systems in different sectors in any given country.
The commendations of members of Congress came during the annual international meeting of international institutes of public administration in the city of Ifrane, Kingdom of Morocco, which was held under the auspices of the King of Morocco His Majesty Mohammed the 6th, with the participation of BIPA's delegation led by the Director General of the Institute Dr. Raed Mohammed bin Shams, where the Congress also praised the distinctive and successful hosting of the International Congress conference in 2013, which was hosted by the Kingdom of Bahrain.
For his part, BIPA's Director General Dr. Raed Mohammed bin Shams stressed the Kingdom of Bahrain's commitment to promoting and enriching aspects of scientific research through the creation of “MENAPAR” network, which will receive essential attention by BIPA and institutions under its banner, indicating that the establishment of the network last April in the Kingdom of Bahrain has met strong interaction and that so far the network has received requests from Palestine, Morocco, Tunisia and Kuwait to host the next meeting scheduled in the spring of 2015. Bin Shams explained that BIPA will review, during the current International Congress conference in Morocco, several aspects of BIPA's work contributing to the development of civil servants, in addition to the future aspirations in aspects that are equally important in the areas of research and consultations.
The Director General of the International Institute of Administrative Sciences (IIAS) Mr. Rolet Loretan stressed that the current Congress meeting, which is accommodated by the Moroccan “Al-Akhaween” University, will focus on going further in strengthening the role of the international public administration institutes in the change process and contribute to providing positive impact on the mobility of different countries towards development, through reviewing experiences of many countries, that public administration had achieved big changes in training, development and rehabilitation, adding that the various aspects of public administration cannot be accepted today with limited training, rehabilitation, research and consultations processes without having real applications on the grounds, and be the factors of positive effect on upgrading the performance of various sectors and preparation of influential cadres capable of making a difference.
While the President of the International Institute of Administrative Sciences (IIAS) Prof. Dr. Geert Bouckaert presented an example of success represented in BIPA in the Kingdom of Bahrain, noting that the establishment of the institute by a decree issued by His Majesty, the King of Bahrain, reveals that Bahrain’s leadership recognizing the importance of development and rehabilitation fields based on practical basis through qualitative training that has been developed based on the needs of the sectors in the country, which also goes along with the same track, of the international changes in administration science, noting that the Institute's achievements in this aspect can be measured easily through figures and through the number of graduated cadres, and through distinctive projects that have been activated. Prof. Dr. Bouckaert stressed on the importance of the initiative of the Kingdom of Bahrain, through BIPA, for creating “MENAPAR” network, which cater for scientific research for the Middle East and North Africa regions, pointing out that the International Congress of Public Administration appreciates and values this step, especially that “MENA” region is in need for strengthening the role of scientific research as the basis for any forward-looking future processes.
