The Director General of the Institute of Public Administration (BIPA) Dr. Raed Mohammed bin Shams, stressed on the importance of consolidating all efforts available to spread the culture of human rights, as the high levels reached by the Kingdom of Bahrain in the field of human rights necessitate starting practicing this culture, which has become an urgent need at our present time, this came during the signing of a Memorandum of Understanding (MoU) between BIPA and the National Institution for Human Rights (NIHR), as the agreement was signed by NIHR representative; the Secretary-General and Advisor Dr. Ahmad Farhan, at the Institute's headquarters in Seef district.
Bin Shams stated that the idea of cooperation came from the keenness of the Institute to expand BIPA's role of awareness for public sector employees, where the Institute will – through this memorandum – work to spread the culture of human rights and through providing specific programs within the next training plan that supports the cultural infrastructure in the field of human rights, particularly under the current circumstances, that human rights have become one of the main pillars for the advancement of countries.
For his part, the Secretary-General of NIHR Dr. Ahmed Farhan, stressed that the signing of the MoU comes within the framework of cooperation and communication with relevant institutions for the promotion and protection of human rights, pointing out that NIHR looks forward to the development of this cooperation and exchange of experiences in the field of human rights and taking advantage in promoting the achievements and steps in this area, valuing the important role played by BIPA in presenting training programs especially those concerned with spreading the culture of human rights in the Kingdom of Bahrain.
It is worth mentioning that this memo comes as a framework that regulates the relations of mutual coordination and cooperation between the two sides, concerning the exchange of information, data or statistics and the exchange of visits and consultations, as well as the exchange of publications, literatures and studies, in addition to arranging and organizing training courses and workshops, and holding joint events and conferences, especially with respect to human rights.
