In activation of the Memorandum of Understanding that was signed in April last year in 2013 between the Institute of Public Administration “BIPA” and the Civil Service Bureau (CSB) of the state of Palestine, both sides agreed to transfer BIPA’s experience in the design of leadership programs to benefit the Palestinian side, also the Institute to design a number of e-training programs for the Palestinian CSB, as well as the initiation of mutual exchange of experiences in the field of administration consultancy and research. This came during a meeting between BIPA’s Director General Dr. Raed Mohammed bin Shams, and the head of the Palestinian CSB, Mr. Mussa Abu-Zaid at the CSB’ headquarters in Ramallah yesterday.
Dr. Raed Bin Shams revealed that the memorandum of understanding stated strengthening of cooperation in the field of preparing and training of public sector employees, and holding of training programs between the two sides, as well as the exchange of trainers and trainees between BIPA and the National School of Administration in the State of Palestine, in addition to the development of training programs and curriculum, indicating that it also includes the exchange of expertise and visits between both sides and the exchange of documents related to the civil service affairs, such as laws and regulations, and rules and procedures relevant to the development of human resources in the civil service, and the exchange of publications related to the administrative science and training, and the civil service.
For his part, Mr. Mussa Abu-Zaid stressed the meeting and the resulting agreement emanated from the brotherly and historical bonds between the peoples of Palestine and Bahrain, and the keenness to strengthen and develop relations and cooperation foundations in the field of civil service and human resource development, pointing out that the Palestinian CSB seeks to localize training gradually, and support local talents and local experts to contribute to lowering government expenditures, and ease the financial burden of the Palestinian authority, from the proceeds of abroad courses, praising the support of the Kingdom of Bahrain's leadership, government and people to the State and the peoples of Palestine, and commending the consideration given by BIPA to the cooperation with the Palestinian side, extending thanks to BIPA for its valuable contribution towards the development of programs for the Palestinian CSB, and the level it reached in the field of public administration, despite the difficult conditions faced by the Palestinian people under occupation.
Present at the meeting from the Bahraini side were, BIPA’s Senior Advisor Dr. Sufyan Sahrawi, the Director of Corporate Communications Hassan Qamber and the Executive Assistant at the Office of the Director-General Nujood Atawi.
