In the frame of the strategic partnership carried out by the Institute of Public Administration (BIPA) with the Peoples’ Republic of China, the Director General of the Institute Dr. Raed Mohammed bin Shams met with the Chairman of the Association of Administrative Reform (AAR) Mr. Wei Legon, where the meeting comes to discuss aspects of joint cooperation before the Kingdom of Bahrain’s hosting the conference of the Middle East and North Africa Public Administration Research (MENAPAR) next March, as AAR showed a keen desire to be a partner with BIPA for the development of specialized research in the field of public administration, and an agent to support and feed Chinese expertise to the conference through various administrative institutions in China, especially the administration institutes and researchers.
Bin Shams stated that the Republic of China has taken a distinct step through the involvement of the association – which includes 650 Chinese administrative associations and institutions – to contribute to the development of administrative work, as these institutions are involved in the enactment of laws governing the administrative work and get knowledge about best government practices. He added that the Kingdom of Bahrain has assumed a special position on the international public administration map, thanks to the regional partnerships and international relations held with various institutions specializing in the field of public administration, therefore BIPA is seeking to expand the network of administrative exchange and opening the way to factual capitalization on their local experiences.
For his part, the Association’s Chairman praised the step taken by the Kingdom of Bahrain, represented by BIPA to establish MENABAR, expressing keenness of the Chinese General Association to benefit from the experiences of the Middle East which will be addressed by this group and transfer them to the Chinese experiences and vice versa, where the process of exchanging best international practices will contribute in the enrichment of government action and thus maintain the continuity of excellence and quality in the various administrative areas.
It is worth mentioning that the Chinese AAR has participated by the largest Chinese delegation during last June, in the largest international gathering hosted by BIPA, which brought together about 500 participants from 71 countries around the world, represented in the 29th International Congress of Public Administration, which discussed the topic of “The Future of Public Administration: Leadership and Professionalism”.
