Participants of the training program entitled “Preparation of New Government Leaders – KAWADER” which is introduced by the Institute of public administration (BIPA) visited a number of government ministries and institutions which they work in, to look into followed best practices, and acquisition and exchange of practical experiences in different areas. Among those institutions are Civil Service Bureau (CSB), General Organization for Youth and Sports (GOYS), and Central Informatics Organization (CIO). The participants will take a second tour again later, to the rest of the government ministries to which they belong.
The Executive Director of Learning and Training Mr. Ishaq Ameen stated that the 20 participants started visiting their work locations, within a predefined timetable and in accordance to a clear methodology for each visit, where it begins by manager-participant meeting, and afterwards giving a presentation by the participant according to a fixed model about his section and the working mechanism.
Mr. Ameen clarified that the program in its second version came with some necessary changes to fit in with the category of department heads, and reflects the reality of this important category, where it touches their basic needs and furnishes them with the skills required to perform their duties to the fullest. He noted the major role associated with the work of this group and its ability towards positive change and pushing forward government action, because of the existence of youth energies capable of delivering results. Mr. Ameen added “The 5-modules program depends on interactive and practical training method, based on field visits, practical projects and short exams, in addition to having a personal mentor for each participant, to guide and help him in critical and difficult situations which he might experience in his work environment.
Mr. Ameen stressed the importance of this program, which was designed by Bahraini hands based on a previous study carried out by BIPA to identify the training needs of employees in the public sector, as it comes under the national program for the preparation of government leaders, which is one of the initiatives mentioned in the national economic strategy for the development of government action.
Mr. Ameen highlighted the objectives of this program, which focuses on achieving government targets in accordance with the economic vision 2030, and the development of managerial and leadership capacities of participants and prepare them for further career progression, as well as providing participants with the tools necessary to self-understanding and understanding of others, in addition to the formation of a communication network for the development of participants relations, and providing an opportunity for participants and their institutions to exchange experiences, and identifying main laws and legislations governing government action.
Mr. Ameen said that the program allows adequate interaction between participants over a period of 12 weeks, and 3 modules were completed, during which participants presented 3 projects touching the reality of their work and are subject to evaluation by the program managers.
