The president of the Civil Service Bureau (CSB) and board chairman of the Institute of Public Administration (BIPA) Mr. Ahmed Al-Zayed revealed the Institute's new strategy for developing international partnerships plan, on the basis of quantities of recent applications from some countries such as China, Japan, Indonesia, and Libya to exchange experiences in the fields of training, research and consultancy. This came as Mr. Al-Zayed chaired the monthly meeting of BIPA's Board of Directors, in presence of BIPA's Vice Board Chairman and Director of Information Technology and Knowledge at Gulf Petrochemical Industries Company (GPIC) Mr. Adnan Al-Mahmoud, and the following members; Assistant Undersecretary for Private and Continuous Education at the Ministry of Education Mrs. Wedad Al-Moussawi, Assistant Undersecretary for Financial Affairs at the Ministry of Finance Mr. Ahmed Al-Faraj, Assistant Undersecretary for Training and Planning at the Ministry of Health Dr. Hala Al-Mehz'a, in addition to BIPA's Director General Dr. Raed bin Shams.
At the outset of the meeting, Mr. Al-Zayed explained that the visit of His Majesty's to the Republic of China, has yielded many of the desired results, and resulted – in the same context – in bringing a lot of historical gains and benefited the two countries by building bridges of cooperation in various fields, therefore, BIPA currently works to activate the partnership with China Academy of Governance and Executive Leadership Academy (Pudong) in Shanghai, which is the largest leadership Foundation for graduating Chinese leaders, in order to promote benefiting from leading expertise in the field of building leaders in the Chinese government officials.
On the other hand, Mr. Al-Zayed pointed out to the substantial confidence given by the international institutions to BIPA, where the Republic of Libya is utilizing the institute to develop and restructure the Libyan Institute of Public Administration according to the consultations provided by BIPA, as the Institute is considered the link between Libya and the service government agencies in the Kingdom of Bahrain, Also Mr. Al-Zayed described aspects of cooperation and future partnerships set with the Japanese International Cooperation Agency (JICA) – the leading agency in the development of human capacity – in order to provide a number of training consultations, and a host of other partnerships with Indonesia, which has asked for cooperation to provide consultancy in the field of administration and leadership development.
Furthermore, the Board has discussed the strategic plan for consultation and research, which has been formulated based on a recent study carried out by the Institute in collaboration with 26 government entities in order to assess the magnitude of consultative needs in government agencies, as well as to determine the required and the approved methodology for consultancy services that are used with all government institutions, which in turn will contribute to the concentration of exerted efforts and benefit from the experiences of these institutions.
It is worth mentioning that BIPA’s Board of Directors also reviewed the Institute’s global participations plan through taking part in diverse regional conferences and exhibitions to broaden the base of international partnerships, as these partnerships contribute to strengthen cooperation strategies for achieving the desired objectives.
