The Director General of the Institute of Public Administration (BIPA) H.E. Dr. Raed Mohammed bin Shams stressed that training initiatives and programs offered by institutes of public administration in the Gulf region come primarily to serve citizens, who are considered the foundation of government action, pointing out to the need for concerted efforts in the administration institutes in GCC countries, to achieve the aspirations of the Gulf leadership in creating distinct human cadres able to face the challenges of the future, noting in the same context, the inveterate experience of the Institute of public Administration in Saudi Arabia and the national human resources working at the institute, and their role in the field of advisory and research, in addition to the importance of the educational library and learning resources which they possess; and can be used for the development of areas of public administration in the region.
For his part and during his visit to BIPA’s premises, the Director General of the Institute of Public Administration in the Kingdom of Saudi Arabia Dr. Ahmed Al-Shuaibi praised the experience of BIPA in the Kingdom of Bahrain, and the accomplishments attained in leadership programs and specialized distance training courses, considering that peoples are measured by their achievements not by their age, thus BIPA is a pioneer in its training programs, despite the actual short age, therefore the Saudi Institute of Public Administration seeks in reality to benefit from the experience of BIPA in the methodologies of research, consultation, assessment and training; especially leadership e-training programs.
During the visit, the Saudi delegation was given a brief concerning the plan of the training programs offered by the Institute, after that the Executive Director of Learning and Development Directorate Mr. Ishaq Ameen reviewed a number of leadership programs, which were designed by BIPA with international institutes to suit the training needs of public sector employees in Bahrain, such as “CADRES” and “LEADERS” programs, stressing that the leadership programs emerged from the Bahrain Economic Vision 2030, and characterized as an added value, and supported by practical areas of study, from the real working environment of the targeted functional groups.
Then, Senior Director of Basic Development and Creative Learning Mohammed Al-Saba’a explained to the delegation the electronic action plan of BIPA, where e-training has become a fun for learning away from the requirements of traditional courses, in a virtual realities that are semi-realistic designed entirely to achieve the desired purposes of training, which for it BIPA won several international awards including Platinum Partnership Award in learning from “Learn-X” foundation, and the award for excellence in e-content from “Brandon Hall” foundation.
The visit included a discussion of the history of cooperation between the two institutes and ways to develop future relations to meet the various challenges that call on the region institutes to join expertise and human capacities by virtue of the joint relations and the similarity of the training activities and the various developmental programs.
At the end of the visit, the Director General of the Saudi Institute of Public Administration received a memorial trophy from HE Dr. Raed bin Mohammed Shams, after that the delegation of the Saudi Institute of Public Administration toured BIPA’s premises, also observed a training workshop for the “leaders” program and attended part of another workshop on the preparation diploma program for public sector “Preparation”.
