The Institute of Public Administration was established by Decree No. (65) of 2006 issued by His Majesty the King of the Kingdom of Bahrain, Hamad bin Isa Al Khalifa, on June 28, 2006, and follows the Cabinet. Based on Royal Decree No. (24) of 2022 regarding the amendment of some decree provisions above.
The institute strives to achieve sustainable development for the nation and its citizens, based on the Constitution of the Kingdom of Bahrain and the National Action Charter, and in line with the strategic priority within the government work program, “Empowering and Developing National Government Cadres.”
In line with its responsibility, the Institute of Public Administration operates with an ambitious strategic vision that translates its directions and set goals. Through its role in developing administrative sciences in the Kingdom of Bahrain, it provides high-level training for national cadres and opens broader horizons for enhancing the performance of the public and private sectors in the fields of policies, strategies, resource management, change, and development of government and private services. This is achieved by developing skills, behavior, and knowledge, and promoting a culture of innovation and creativity through learning and training. It also contributes to the decision-making process through consultations, problem-solving using scientific research methods, building leadership capacities, and developing competencies through assessment and personal coaching.

Developing cadres and leaders to enhance the level of administrative development in the public and private sectors in the Kingdom of Bahrain and beyond. This is achieved by enabling them to provide advanced services and face challenges with advanced leadership methods. This approach adopts administrative development, optimal leadership of resources, knowledge creation, and innovation enhancement as practical methods to support economic and social development plans. This is accomplished through learning and development mechanisms, assessment and coaching, utilizing consulting services, and contributing to solving administrative challenges through scientific research.
